Energy resilience is defined as the relative ability of an institution to carry out its mission during a shock to the energy system and approach the concept on the level of a single site occupied by a single community or institution. Examples are drawn from four key community types: military bases, healthcare campuses, educational campuses, and municipal governments. The book then describes a framework for developing an energy resilience plan that applies to each. While the focus is clearly on the United States, understanding the energy resilience threat and conducting long-range energy resilience planning will benefit communities all over the globe. Divided into three main parts, Part One describes the specific energy security threats that are facing local institutions and communities and how an energy shock can affect the mission at each of the four community types and the advantages that each will enjoy in their pursuit of energy resilience. Part Two provides concrete guidance for pursuing energy resilience at a particular institution and allows managers to assess where their institution lies on the energy resilience spectrum and plot a course toward where they would like to be. Book excerpt: In the United States, 40% of energy use was for electricity generation in 2011, but two thirds of the energy used to produce electricity was lost as heat. Combined heat and power systems are an energy technology that provides electrical and thermal energy at high efficiencies by utilizing excess heat from the process of electricity generation. This technology can offer a decentralized method of energy generation for urban regions which can provide a more reliable, resilient and efficient power supply, and has a lower impact on the environment compared to certain centralized electricity generation systems. In order for the use of combined heat and power systems to become more widespread and mainstream, studies must be performed which analyze their use in various conditions and applications. This work examines the use of a combined heat and power system with a microturbine as the prime mover in residential and commercial scenarios and analyzes the technical and economic feasibility of various system configurations. Energy models are developed for R1, R6 and 2-story office building scenarios using eQUEST, and these results give the electrical and thermal energy requirements for each building. Combined heat and power system models are then developed and presented for each scenario, and the building energy requirements and system component sizes available are considered in order to determine the optimal configurations for each system. The combined heat and power system models designed for each scenario are analyzed to find energy savings, water impacts, and emissions impacts of the system, and each model is examined for economic and environmental feasibility. The models created provide information on the most technically and economically efficient configurations of combined heat and power systems for each scenario examined. Data on system component sizing, system efficiencies, and environmental impacts of each system were determined, as well as how these scenarios compared to the use of traditional centralized energy systems. Combined heat and power has the potential to significantly improve the resiliency, reliability and efficiency of the current energy system in the U.S., and by studying and modeling its uses we more completely understand its function in a range of scenarios and can deploy the systems in a greater number of environments and applications.

Book excerpt: Combined heat and power (CHP) systems produce electricity and useful heat from fuel. When power is produced near a building which consumes power, transmission losses are averted, and heat which is a byproduct of power production may be useful to the building. That thermal energy can be used for hot water or space heating, among other applications. This dissertation focuses on CHP systems using natural gas, a common fuel, and systems serving commercial buildings in the United States. First, the necessary price difference between purchased electricity and purchased fuel is analyzed in terms of the efficiencies of system components by comparing CHP with a conventional separate heat and power (SHP) configuration, where power is purchased from the electrical grid and heat is provided by a gas boiler. Similarly, the relationship between CDE due to electricity purchases and due to fuel purchases is analyzed as well as the relationship between primary energy conversion factors for electricity and fuel. The primary energy conversion factor indicates the quantity of source energy necessary to produce the energy purchased at the site. Next, greenhouse gas emissions are investigated for a variety of commercial buildings using CHP or SHP. The relationship between the magnitude of the reduction in emissions and the parameters of the CHP system is explored. The cost savings and reduction in primary energy consumption are evaluated for the same buildings. Finally, a CHP system is analyzed with the addition of a thermal energy storage (TES) component, which can store excess thermal energy and deliver it later if necessary. The potential for CHP with TES to reduce cost, emissions, and primary energy consumption is investigated for a variety of buildings. A case study is developed for one building for which TES does provide additional benefits over a CHP system alone, and the requirements for a water tank TES device are examined.

Given the nature of the system, there is simply no way that outages can be completely avoided, no matter how much time and money is devoted to such an effort. Enhancing the Resilience of the Nation's Electricity System focuses on identifying, developing, and implementing strategies to increase the power system's resilience in the face of events that can cause large-area, long-duration outages: blackouts that extend over multiple service areas and last several days or longer. Resilience is not just about lessening the likelihood that these outages will occur. It is also about limiting the scope and impact of outages when they do occur, restoring power rapidly afterwards, and learning from these experiences to better deal with events in the future.
