Book excerpt: Excerpt from Catalogue of Records of the Office of Secretary of State: With Information Pertaining to the Office The office of the secretary of state, one of the Oldest in the government of the state, dates from the year 1625, and has existed continuously since that time under the government of the Province of New Netherlands, the Colony of New York, and the period of its existence as a free and independent government. The office was appointive down to the time of the adoption of the constitution in 1846, which gave to the people the selection of such general and local officers as had heretofore been appointed by the governor or by the governor and senate, among which was the secretary of state. On the loth of March, 1795, the office was made salaried by an act of the legislature, which fixed the salary of the secretary at 600, with an allowance of 500 for clerk hire. Prior to that time the secretary was paid by the fees of the office. For twenty years after the adoption of the first constitution the office of the secretary of state was kept in the city of New York, where he was furnished with a house, stables and outbuildings for his own use. By act of the legislature of 1797 he was required to remove the records, books and papers of his office to the city of Albany, the seat of government. The duties of the Office from time to time have been ma terially enlarged by the constitution and legislative acts, and the records and papers on file have rapidly increased in pace with the growth and development of the state. The most noticeable increase is to be found in the papers relating to corporations which, in 1820, consisted of only two packets, in 1863 of forty volumes, and in 1897 of seven hundred and seven volumes.
