Book excerpt: This handbook provides guidance on developing, implementing, evaluating and sustaining fisheries learning exchanges (FLEs). This collaboration between FAO, the non-governmental organizations Blue Ventures and Smartfish International, and the research initiative FLExCELL draws on experiences from dozens of learning exchanges over the past decade to present actionable, accessible advice and best practice. By blending research into FLE best practice with extensive insights from the field, the guide provides tools and recommendations to develop effective learning exchanges. Since no two FLEs will be the same, it adopts a comprehensive but not prescriptive approach with a focus on flexibility and the need to consider differing contexts. The guide is structured as a simple ten-step process covering the major activities that should be undertaken before, during and after an exchange, from developing objectives and assembling the team, to a later debriefing and "keeping up momentum" phase. The steps provide in-depth guidance on best practice and common pitfalls, as well as links to other useful resources. It also includes a checklist with practical reminders of the most important steps involved in successfully organizing learning exchanges.
