As they tend to affect meaningful swaths of the electorate, subsidies can also be an attractive political instrument. By artificially lowering production costs or assuring higher output prices, direct support measures can result in resource misallocation in instances where they fail to address market failures, such as imperfect information about the returns to fertilizers. Subsidies can also contribute to fertilizer overuse, harming the environment and the agricultural sector in the long term. Furthermore, agricultural production subsidies are often fiscally costly and unfavorable compared to alternative uses of public funds—both within the agricultural sector and outside it—to achieve the same ends. Various design and implementation challenges amplify the shortcomings of producer subsidy programs.

Book excerpt: Contemporary discussions of Africa’s recent growth have largely interpreted such growth in terms of structural transformation, based mainly on national- and sectoral-level data. However, the micro-level processes driving this transformation are still unclear and remain the subject of debate. This collection provides a micro economic foundation for understanding the particular growth processes at work within the region’s rural areas, and in so doing provides important insights for policy action. The book provides valuable household- and farm-level evidence about the drivers of rural labour productivity, improvements in access to markets, investment in food value chains, and indeed the role of rural economic growth in Africa’s ongoing rural transformation processes. Some of the features of Africa’s ongoing rural transformation are similar to those of agricultural transformation as experienced in Asia and elsewhere. However, other features of Africa’s rural transformation are unique, and pose important challenges for development policy and planning. Together, the studies compiled in this volume provide an updated, evidence-based, and policy-relevant understanding of where African countries are in their developmental trajectories and the region’s prospects for achieving inclusive forms of development over the next several decades. Bean and pigeonpea are particularly important secondary crops within many smallholder farming systems in Malawi, while cowpea is less common. All are commonly grown as intercrops in smallholder farming systems, primarily with maize.

Book excerpt: Various models and approaches are being implemented to provide technical assistance and support to improve smallholder farmers’ incomes and welfare in Malawi. This study evaluates the impact of farmer business schools (FBS) on crop incomes of smallholder farmers in Dedza district in central Malawi. The FBS approach, which has been implemented nationally by the Government of Malawi since 2011, consists of one year of group training and learning sessions for smallholder farmers focusing on improving market access and establishing profitable agribusiness ventures. This study used a multi-stage sampling procedure to collect data from 455 smallholder farmers: 162 FBS graduates, 84 FBS dropouts, and 209 non-participants. Using propensity score matching and difference-in-difference techniques, crop incomes from two groups of farmers were evaluated; FBS participants and FBS non-participants as well as FBS graduates and FBS dropouts. The study finds a positive yet small impact of FBS participation on crop income and production (US$20 per year on average), and no significant difference in crop income and production for farmers who graduated from FBS versus those who dropped out. Insights from the qualitative research component of this study suggest that this is primarily due to the limited financial resources smallholder farmers have to implement the agricultural techniques and business models taught in FBS.

Book excerpt: By increasing their production for the market and realizing greater incomes, smallholder farming households can significantly accelerate local agricultural and rural economic development. The increased income of these commercially oriented farmers increases their demand for the goods, services, and labor that can be supplied by other, often poorer, households in their community, expanding local non-farm employment opportunities and raising incomes for those other households. Appropriately targeting agricultural development efforts towards commercially oriented farming households has important second-round economic development benefits in their communities, effects which cannot be achieved without properly identifying such households. In this Policy Note, we examine both household and spatial factors that may drive participation by smallholder farming households in oilseed value chains, focusing on those for groundnut, soyabean, and sunflower. Groundnut has been an important secondary crop within many smallholder farming systems across Malawi for several generations, used both for own consumption within the household and for sale. Soyabean and sunflower are more recent introductions and are primarily grown for commercial sale by both smallholders and commercial farmers. Annual production and yield levels for these crops in recent years are shown in Table 1.

Book excerpt: The Lake Chilwa Basin Climate Change Adaptation Programme was a seven-year research and development programme in Malawi that concluded in March 2017. The programme was designed to protect the livelihoods of the population and enhance resilience of the natural resource base upon which it depends. The Lake Chilwa Basin is an important wetland ecosystem which is a designated Ramsar Site under the Ramsar Wetland Convention and a Man and Biosphere Reserve designated by UNESCO. This book provides a review of the research and programme interventions done based on the ecosystem approach (EA), a strategy for the integrated management of land, water and living resources. This is designed to promote biodiversity conservation and sustainable use in an equitable way in its implementation of mitigation and climate change adaptation interventions. It is shown how: local and district institutions were strengthened to better manage natural resources and build resilience to climate change; cross-basin and cross-sector natural resource management and planning for climate change throughout the Basin were built; household and enterprise adaptive capacity in Basin hotspots was built; and improved forest management and governance contributed in mitigating the effects of climate change. The study followed all the twelve key EA principles with involvement of all key stakeholders. It is one of the first programmes to apply EA on such a wide temporal and spatial scale and provides key lessons to be learned for the protection of other fragile ecosystems in an era of climate change.
