Book SMEs in Public Procurement

Download or read book SMEs in Public Procurement written by Collectif and published by OECD. This book was released on 2018-10-26 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: The relevance and economic implications of public procurement – which represents 12% of GDP and one-third of government expenditures in the OECD area - make it a powerful tool for improving public service delivery. At the same time, governments are increasingly using their purchasing power to pursue strategic objectives in different policy areas such as sustainability, innovation or providing support to small and medium-sized enterprises (SMEs). Making it easier for SMEs to access public procurement opportunities improves the general economic environment, promotes inclusive growth and supports principles such as equal treatment, open access and effective competition. This report takes stock of the approaches adopted in 37 OECD and non-OECD countries to help SMEs perform better in public procurement markets, including removing barriers to their participation. The report also describes the main features of a public procurement system that benefits both the public sector and SMEs.

Book An Architect s Guide to Public Procurement

Download or read book An Architect s Guide to Public Procurement written by Fin Garvey and published by Routledge. This book was released on 2019-07-25 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is suspicion in the UK and across Europe that the upcoming introduction of new European Directives will encourage a regime of conservatism and legal risk aversion, fostering the delivery of mediocre and banal building design. This book dispels these myths and instead looks at the genuine impact of EU law on architectural practice. Engaging in public sector work requires a broad understanding of this seemingly complex and constantly evolving subject, and unlike other texts, the book is designed to explore public procurement from the perspective of the architect. An easy to follow guide through the complex legal and technical jargon involved in the procurement process, the book provides practical tools which will assist architects in developing their own, clear procurement strategy. Although written with a UK audience in mind, the advice will also be applicable to other European jurisdictions. It is invaluable reading for existing practitioners wishing to expand their current involvement in the public procurement process, as well as those encountering it for the first time.

Book Public Procurement as a Driver of Innovation in SMEs and Public Services

Download or read book Public Procurement as a Driver of Innovation in SMEs and Public Services written by European Commission. Enterprise and Industry Directorate-General and published by . This book was released on 2014 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Innovation is crucial to achieve sustainable growth and jobs in European regions. New products and services strengthen the competitiveness of European enterprises and create jobs. Public procurement accounts for nearly 20% of GDP in Europe. The way in which this public money is spent has a clear and important impact on the economy. This is why public procurement of innovation can create huge opportunities. Purchasing innovative solutions allows public bodies on regional and local level a more efficient delivery of public services, lower energy consumption, lower life-cycle costs, and many other advantages from having solutions that meet exactly their needs. At the same time, procurement of innovation offers opportunities for innovative SMEs that are agile and flexible enough to meet the specific needs of the public procurers. With the new Procurement Directives, the European Union has made the legal framework more innovation-friendly. Besides, EU Programmes and in particular the European Structural and Investment Funds and Horizon 2020 offer interesting funding opportunities for public procurement of innovative solutions. This guide shows to policy-makers in the regions and at national level what they can do to support innovation procurement. It presents potential tools to unlock the "power of the purse" of public procurement that can be used by regions. Examples from some regions illustrate these suggestions and should inspire other regions to engage in innovation procurement.

Book The Applied Law and Economics of Public Procurement

Download or read book The Applied Law and Economics of Public Procurement written by Gustavo Piga and published by Routledge. This book was released on 2013-05-07 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores Public Procurement novelties and challenges in an interdisciplinary way. The process whereby the public sector awards contracts to companies for the supply of works, goods or services is a powerful instrument to ensure the achievement of new public goals as well as an efficient use of public funds. This book brings together the papers that have been presented during the "First Symposium on Public Procurement", a conference held in Rome last summer and to be repeated again yearly. As Public Procurement touches on many fields (law, economics, political science, engineering) the editors have used an interdisciplinary approach to discuss four main topics of interest which represent the four different parts in which this book is divided: Competitive dialogue and contractual design fostering innovation and need analysis, Separation of selection and award criteria, including exclusion of reputation indicators like references to experience, performance and CV’s from award criteria, Retendering a contract for breach of procurement rules or changes to contract (contract execution), Set-asides for small and medium firms, as in the USA system with the Small Business Act that reserves shares of tenders to SMEs only.

Book Guide to Promote the Participation of Small and Medium Sized Enterprises in the Public Procurement Market in Montenegro

Download or read book Guide to Promote the Participation of Small and Medium Sized Enterprises in the Public Procurement Market in Montenegro written by Weltbank and published by . This book was released on 2017 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The sector of small and medium-sized enterprises (hereinafter SMEs) represent an increasingly important segment of Montenegrin economy and have been key drivers of its economic growth and employment for the past several years. With foreign direct investment, this sector could be an important lever of economic development and the main creator of new jobs in the future. In order to survive and develop in the market, these enterprises have to constantly build new competitive benefits. The same can be built within the enterprises themselves through their strengthening and development, but also through mutual cooperation and linking. Because SMEs have an important role in the economic development of each country, it is necessary to encourage and facilitate their participation in public procurement procedures. Taking into account the fact that procurements merge at all levels (national and local), special attention should be paid to get SMEs more closely involved in the procurement procedures with contracting authorities, subject to the application of the LPP. Montenegro has recognized in its agenda through the strategy for the development of the public procurement system for the period 2016-2020 the necessity of active relationship between the state and local self-government on the development and encouragement of SMEs. Based on research carried out in direct communication with the representatives of these entities and their associations, with the aim to assess the readiness of SMEs to adapt to future activities in the field of public procurement, it is evident that they are planning new investments and expansion of business. They are ready to invest in human resources, technical, technological and other facilities necessary for successful business, in order to be competitive in the market. To that end, they expect more support from the state of Montenegro and the local community. In accordance with the orientation and expectations of SMEs this guide is intended to encourage the participation of SMEs at all levels in the area of public procurement.
