Book excerpt: One of the longest and seemingly most intractable civil wars in Latin America was brought to an end by the signing of the Peace Accords between the Guatemalan government and the Unidad Revolucionaria Nacional Guatemalteca (URNG) in December 1996. The essays in this volume evaluate progress made in the implementation of the peace agreements and signal some of the key challenges for future political and institutional reform. The volume opens with a chapter by Gustavo Porras, the government's main negotiator in the peace process. The first section then examines the issue of demilitarization. This is followed by aspects of indigenous rights in the peace process, including conceptual frameworks for rights advancement, the harmonization of state law and customary law, and the challenges of nation-state and citizenship construction. The next section examines issues of truth, justice, and reconciliation, and assesses prospects for the Truth Commission. The volume closes with an analysis of different aspects of political reform in Guatemala and includes comments made on the chapters and developed in the debate which took place at the conference on which it is based. For the Mam Maya municipality of Todos Santos Cuchumatán, inhabited by a predominantly indigenous peasant population, the aftermath of war and genocide resonates with a long-standing tension between state techniques of governance and ancient community-level power structures that incorporated concepts of kinship, gender, and generation. Showing the ways in which these complex histories are interlinked with wartime and enduring family/class conflicts, Maya after War provides a nuanced account of a unique transitional postwar situation, including the complex influence of neoliberal intervention. Drawing on ethnographic field research over a twenty-year period, Jennifer L. Burrell explores the after-war period in a locale where community struggles span culture, identity, and history. George Lovell brings to this revised and expanded edition of A Beauty That Hurts decades of fieldwork throughout Guatemala, as well as archival research. He locates the roots of conflict in geographies of inequality that arose during colonial times and were exacerbated by the drive to develop Guatemala's resources in the nineteenth and early twentieth centuries. The lines of confrontation were entrenched after a decade of socioeconomic reform between 1944 and 1954 saw modernizing initiatives undone by a military coup backed by U.S. interests and the CIA. A United Nations Truth Commission has established that civil war in Guatemala claimed the lives of more that 200,000 people, the vast majority of them indigenous Mayas. Lovell weaves documentation about what happened to Mayas in particular during the war years with accounts of their difficult personal situations. Meanwhile, an intransigent elite and a powerful military continue to benefit from the inequalities that triggered armed insurrection in the first place. Weak and corrupt civilian governments fail to impose the rule of law, thus ensuring that Guatemala remains an embattled country where postwar violence and drug-related crime undermine any semblance of orderly, peaceful life.
