Abstract: Abstract of thesis entitled NUCLEAR EMERGENCY PREPAREDNESS MODEL BASED ON DAYA BAY NUCLEAR POWER STATIONS FOR EDUCATIONAL PURPOSES Submitted by Cheng Kit Yan Ruby for the degree of Master of Philosophy at The University of Hong Kong in August 2005 This study aims at introducing to secondary school and university students the concepts of nuclear energy used in our daily life and the relevant emergency preparedness practices in Hong Kong due to the presence of nuclear power stations in the Daya Bay region. An interactive educational software, which include the introduction of nuclear energy, the emergency preparedness plan in Hong Kong and the models for finding the doses that may be received by the residents, are developed. The GuangDong Daya Bay, Lingao and Lingdong Nuclear Power Plant are at about 50 km from Hong Kong. For the sake of risk assessment, this study simulates the consequence of a nuclear release from the power plant and introduces means of choosing the optimized countermeasures appropriate to Hong Kong in case of an offsite nuclear accident occurring in the nuclear power plant. The simulation contains five parts. The first one is the atmospheric dispersion model. It is used for simulating the routes of particles after released from the plant. Once the distributions of radionuclides in the air are known, the concentration of different types of radionuclides can also be found. After knowing the concentration of radionuclides, the second model, radioecological model, is used to describe the transfer of radionuclides in the food chain. This radioecological model describes the transfer of radionuclides in the ecosystems such as plants, animals and human. The third model is dose model that is used to estimate the dose received by human through different exposure pathways. In view of protecting the public in the event of a nuclear accident, some pre-planned countermeasures should be put into practice. The derived intervention level (DIL) model is used to judge basing on the level of projected dose, the sort of protective measure that should be taken. Lastly, an optimization model is needed to determine optimized protective measures so that the detriment associated with a practice, can be kept as low as possible.
