The shared Confucian cultural heritage, strong government guidance, and export led economies were often cited as contributors to the impressive growth. However, major changes have taken place in Asia on and around the turn of the century: Japan experienced two decades of economic slow-down, while World Bank figures reveal that China is poised to become the largest economy in the world in 2014, overtaking the United States. Bearing this in mind, is it even possible to formulate an East Asian development model in the context of a shifting twenty-first century? And if so, what is it? This book addresses this issue by looking at the economic, political and cultural perspectives of China, Japan and South Korea, focusing on dynamism and potential consensus regarding an East Asian development model. The chapters offer a historical background to the East Asian development model, as well as in-depth case studies of each of the countries concerned to show that whilst the East Asian development model does have distinct characteristics as compared with other areas, and other countries may draw some insights from the East Asian experience, it is not a panacea that fits all circumstances and fits all times. Book excerpt: This analysis of the political economy of growth in the era of Deng Xiaoping takes issue with the growth-accounting methodologies and market-centred explanations which characterize so much of the literature on transition-era China. By adopting an approach which echoes the pioneering work of Chalmers Johnson, Alice Amsden, and Robert Wade on other East Asian Economies, and which makes full use of the rich statistical materials that have become available since 1978, this book shows that Chinese growth was driven by a combination of state-led industrial policy and the favourable infrastructural legacies of the Maoist era. And in giving due weight to the sheer complexity of the growth process by looking in detail at the experience of four very different Chinese regions, it avoids over-simplistic macroeconomic generalization. Nevertheless, even this type of approach is inadequate, because it fails to explain why industrial policy has been so much more successful in China than in other countries. This book therefore goes beyond the 'development state' approach to argue that state autonomy in China reflected the remarkably equal distribution of income and wealth at the end of the 1970s and, paradoxically, the destruction of party structures and institutions during the Cultural Revolution. The policy implications are stark. The Chinese experience demonstrates that industrial policy and state spending on physical and social infrastructure can produce rich rewards; conversely, slavish reliance on foreign direct investment and trade are likely to limit the pace of growth. But attempts to replicate China's success in Latin America, sub-Saharan Africa, and South Asia will fail because their governments will not resist rent-seeking by classes and interest groups. Moreover, as the state becomes weaker in the wake of the re-emergence of a powerful capitalist class, even Chinese growth may prove unsustainable.

Book excerpt: Published in 1999, this text investigates whether FDI caused spill over effects which have led to the economic growth of the ASEAN-5 economies, and if that it so, whether the ASEAN Preferential Trade Agreement (APTA) had a significant effect in attracting FDI to the region. It takes into account the different levels of economic development of the countries under analysis. The results from the structural (static) model suggest that FDI has stimulated economic growth through the human factors followed by technology transfer, international trade, and learning by doing, and that the formation of APTA had a lagged influence on FDI inflows into the advantage of the more developed member countries and the disadvantage of the less developed countries. Those from the multiplier (dynamic) effects analysis demonstrate that whereas the impact is immediate in the more developed, politically stable and foreign investment friendly economies, there is a time lag in those economies which are less developed and more hostile to FDI. The analysis presents an empirical comparison of how the level of economic development affects the interaction of FDI, regionalism and economic growth.
