Malaysia is one of the middle-income economies that are going through rapid structural change. Since the mid 1980s it has changed to an industrially based economy with large-scale export of electrical and electronic components. However, thirty years after Malaysia's re-distributive policies have been exercised, regional inequality still exists. This book examines the nature and impact of regional policies in relation to the patterns of demographic and economic structural change and in relation to growth, distribution and income disparities across regions in Peninsular Malaysia. The book also explores the degree to which differences in regional manufacturing distribution and concentration have contributed to regional inequality. It concludes with a number of recommendations for regional policies that will reduce this inequality.

Developing countries seek economic development which is broad-based or inclusive in the sense that it raises the income of all, especially the poor. Yet this is at odds with Simon Kuznets' hypothesis that economic development tends to put upward pressure on income inequality, at least initially and in the absence of countervailing policies. The Developer's Dilemma explores this 'Kuznetsian tension' between structural transformation and income inequality. The book asks: what are the varieties of structural transformation that have been experienced in developing countries? What inequality dynamics are associated with each variety of structural transformation? And what policies have been utilized to manage trade-offs between structural transformation, income inequality, and inclusive growth? Across nine country cases written by academics across the Global South, this book answers these questions using a comparative case study approach with a common analytical framework and a set of common datasets. The intended intellectual contribution of the book is to provide a comparative analysis of the relationship between structural transformation, income inequality, and inclusive growth; to do so empirically at a regional and national level, and to draw conclusions about the varieties of structural transformation, their inequality dynamics, and the policies that have been employed to mediate the developer's dilemma.

This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

Available in PDF, EPUB and Kindle. Book excerpt: In this paper, we analyse the relationship between China's structural transformation and the inclusiveness of its economic growth. China's economy has undergone significant structural changes since it initiated the economic reforms in 1978. Economic activities have shifted from the low-productivity agricultural sector to the high-productivity industrial sector and, more recently, the tertiary sector, with a large portion of the labour force moving from rural to urban areas, from inland to coastal regions, and from the public to the private sectors. These changes have only been able to happen because of major reforms to the land system, the Hukou system, the ownership of state-owned enterprises, and trade policies. Despite its great success in poverty reduction, China has witnessed rapidly increasing income inequality which only began to decline in the late 2000s. We analyse the political economy that determined the inclusiveness of the structural transformation. As the economy further transitions into services, the tension between structural transformation and its inclusiveness will depend more on the government's ability to reform the current social security policies and pay more attention to disadvantaged groups.

Conditional forecasts are given for the economic development of the most important world market countries till the year 2000. The driving forces of economic growth are identified and forecasted, in connection with collaborating scholars in most of these countries and with international organizations. This information is used in solving a coherent world model. The model consists of linked growth models for each country (or groups of countries). The solutions show that the inequality in international income distribution will further increase and that the CMEA and OECD countries will approximately keep their relative positions, with some changes within these groups. Structural change is also analysed. Additionally separate forecasts prepared by each collaborating country group are given and may be compared with the forecasts by the world model. The book closes with chapters on special features of the future economic development: on the international debt problem, on long waves, on structural change in the world trade, on the emergence of service economics and on the comparison of GDP and NMP national accounting.

Important subjects in this context are forecasting methods. The need for such methods became obvious when, as a consequence of the oil price shock, the results of empirical analyses suddenly seemed to be much less reliable than before. Nowadays, economists agree that models with fixed structure that picture reality over longer periods are illusions. An example for less dramatic causes than the oil price shock with similarly profound effects is economic growth and its impacts on the economic system. Indeed, economic growth was a motivating concept for this volume. In 1983, the International Institute for Applied Systems Analysis (IIASA) in Laxen burg/ Austria initiated an ambitious project on "Economic Growth and Structural Change".
