Book excerpt: This report presents the proceeding of a symposium on growth-oriented adjustment programs that was organized jointly by the International Monetary Fund and the World Bank and held in Washington on February 25-27, 1987. The purpose of this symposium was to review the design of, and scrutinize the economic rationale behind adjustment programs supported by the Bank and the Fund, and to examine how best to help developing countries achieve balance of payments stability with sustainable economic growth. The two building blocks of the model are the well-known monetary approach to the balance of payments, and a variant of the open-economy neoclassical growth model. The integrated model combines growth, inflation, and the balance of payments, and links these objectives to government policies and the availability of foreign financing. The principal advantage of the proposed framework is its simplicity, which enables it to be applied relatively easily to a variety of developing countries.
