This volume draws together many of the most important recent contributions to the controversies surrounding this topic. Some of the chapters help explain why there is profound disagreement on crucial issues of growth, poverty and inequality within academic circles, and among organizations and various groups active in the development field. Another central theme is the cross-country evidence on the relationship between growth and poverty, and the extent to which it is valid to draw policy conclusions from this empirical evidence. The volume also shows how new microeconomic techniques such as poverty maps and microsimulation models can be used to improve poverty analysis and the design of pro-poor policies. The overall conclusion points to the need for diverse strategies towards growth and poverty, rather than simple blanket policy rules. Initial conditions, specific country structures, and time horizons all play a significant role. Initial conditions affect the speed with which growth reduces poverty and can also determine whether policies such as trade liberalization have a pro-poor or an anti-poor outcome. Improved education is valuable in itself, and also contributes to poverty reduction; but its effect on inequality depends on supply and demand factors, which differ significantly across countries. Likewise, the quantitative impact on poverty of redistribution from the rich to the poor vis-à-vis an increase in total national income can vary greatly across countries. Hence the need for creative approaches to poverty which take full account of the specific circumstances of individual nations and which assign a central role to inequality analysis in the discussion of poverty-alleviation policies.

This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

To address this issue, Lopez provides an empirical evaluation of the impact of a series of pro-growth policies on inequality and headcount poverty. He relies on a large macroeconomic data set and estimate dynamic panel models that allows him to differentiate between the short- and long-run impacts of the policies under consideration on growth, inequality, and poverty. The author's findings indicate that regardless of their impact on inequality, pro-growth policies lead to lower poverty levels in the long run. However, he also finds evidence indicating that some of these policies may lead to higher inequality and, under plausible assumptions for the distribution of income, to higher poverty levels in the short run. These findings would justify the adoption of a pro-growth policy package as the center of any poverty reduction strategy, together with pro-poor measures that complement such a package by offsetting potential short-run increases in poverty. He finds that growth represents an important means for reducing poverty in the developing world. When economic growth is measured by survey mean income (consumption), there is a strong, statistical link between growth and poverty reduction. When economic growth is measured by GDP per capita, the statistical relationship between growth and poverty reduction is still present, albeit not quite as strong.Economic growth reduces poverty because growth has little impact on income inequality. In the data set income inequality rises on average less than 1.0 percent a year. Since income distributions are relatively stable over time, economic growth tends to raise incomes for all members of society, including the poor. When growth is measured by survey mean income (consumption), the elasticity of poverty with respect to growth is -2.59. In other words, on average, a 10 percentage point increase in economic growth (measured by survey mean income) will produce a 25.9 percent decrease in the proportion of people living in poverty ($1 a person a day).This paper - a product of the Poverty Reduction Group, Poverty Reduction and Economic Management Network - is part of a larger effort in the network to better inform policy debates about economic growth, poverty, and inequality.

From its beginning, policy has aimed for stimulating economic growth in order to improve living conditions for everyone. The endurance of poverty, however, has motivated to extend the traditional »growth is good for the poor« by a more targeted policy that combines growth with a particular emphasis on improving the situation of the poor. This is exactly the objective of »pro-poor growth«, a term that became popular during the late 1990s and which seemed to dominate the stage with the propagation of the Millennium Development Goals, including its goal to halve poverty by 2015. This volume contains six papers that address various core issues of pro-poor growth policies. These papers were presented at the annual meeting of the Research Committee Development Economics (Ausschuss Entwicklungsländer des Vereins für Socialpolitik) in 2005. Papers were lively discussed at the meeting and later on improved by comments from anonymous referees. All authors have done extensive research in the field of pro-poor growth, including field studies. Accordingly, their contributions - reflecting this knowledge and proficiency - pick up recent developments in the field. The discussion of most appropriate pro-poor growth policies is an ongoing process which has been documented by a growing literature. The value added of the present volume is obviously not to be more comprehensive than others but rather to continue the line of work by bringing some recent research findings - with a focus on policy relevance and empirical substantiation - to a broader audience.

In this book Gary Fields reverses conventional approaches by using income distribution as the primary indicator. He examines what is known about the distribution of income and poverty, inequality, and development. He explores the main causes of poverty and inequality and the extent to which they have been reduced by individual countries in the course of their economic growth. Recognizing that conclusions vary with the type of income distribution measure used, Fields proposes that changes in absolute poverty be adopted as the primary index of a developing nation's progress and suggests that the growth rate of the GNP and character of that growth be regarded as the principal determinants of the levels of poverty and inequality. This framework calls for new models new data. and new microanalytic techniques in order to understand the results of development efforts. Fields employs evidence from case studies of six developing nations to suggest some explanations for differing patterns of development and calls for development planning founded on a firm commitment to helping the poor.

After an examination of prominent views on the linkages between economic growth, inequality, and poverty reduction this paper discusses the proper definition and measurement of pro-poor growth. Bolivia serves as a case study to illustrate the usefulness of applying the analytical toolbox for pro-poor growth to non-income dimensions of poverty and offers some important new insights about differences in the evolution of both poverty dimensions. Growth in Bolivia has been more pro-poor in the non-income than in the income dimension. The analysis furthermore shows that extending use of the pro-poor growth toolbox to non-income dimensions of poverty greatly improves our understanding of the trends in non-income indicators. Such understanding is pivotal for a careful assessment of the linkages between income and non-income poverty along the entire income distribution. It is equally important for poverty monitoring and for defining policy interventions. It also allows deeper analysis of the relative merits of economic growth, compared to direct intervention aimed at improving non-income dimensions of poverty. (A bibliography is included.
