Processing soybeans is a joint product process yielding soyoil and soymeal. For human consumption, soyoil requires only refining; while soymeal is an input to the meat protein value chain. Documentation and analysis of the poultry industry contributes to understanding vertical integration a success factor. Brazil maintained the policy objective of import substitution industrialization until 1988 and provided support for this objective with a mix of agricultural, industrial, and trade policies at the federal and state levels. Lending conditions for Development Bank of Brazil (BNDES) funds eclipsed investment opportunities available under World Bank projects. The interest rate monetary correction lag provided the opening for financial gain or implicit subsidy from BNDES, World Bank loans, and, in the mid-1980s, state level investment incentives. The empirical model of private investment showed that hyper-inflation derived implicit subsidy does not contribute to explaining the tremendous processing capacity investment growth. However, estimation results indicate that the output market diversification strategy, between the domestic and export markets, was critical to the processing plant investment decision.
