This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

It is not a new concept, appearing in some of the towering figures of the classical tradition of political economy including Malthus, Ricardo, and Marx. It is also not empirically insignificant, occurring in between 10% and 35% of cases. In spite of this, it has not received its due attention in the academic literature, dominated by the prevailing narrative that 'growth is good for the poor'. Immiserizing Growth: When Growth Fails the Poor challenges this view to arrive at a better understanding of when, why, and how growth fails the poor. Taking a diverse disciplinary perspective, Immiserizing Growth combines discussion of mechanisms of this troubling economic phenomenon with empirical data on trends in growth, poverty, and related welfare indicators. It draws on political economy, applied social anthropology, and development studies, including contributions from experts in these fields. A number of methodological approaches are represented including statistical analysis of household survey and cross-country data, detailed ethnographic work and case study analysis drawing on secondary data. Geographical coverage is wide including Bolivia, the Dominican Republic, Ecuador, India, Indonesia, Mexico, Nigeria, the People's Republic of China, Singapore, and South Korea, in addition to cross-country analysis. This volume is the first full-length treatment of immiserizing growth, and constitutes an important step in redirecting attention to this major challenge.

Book excerpt: Since the Second World War, surprisingly few developing countries have experienced a truly sustained episode of economic and social convergence towards the structural characteristics of the advanced nations. East Asia has exceeded most regions in its achievement of convergence, and much has been written on comparative industrialization and development in North East Asia. Less discussed is South East Asia and the surprising and inclusive transformation several of its countries has undergone. Development and Distribution focuses on South East Asia and, more specifically, on Malaysia, Indonesia, and Thailand. These three nations have all undergone a major transformation - in a way never anticipated - from being poor, agrarian countries to middle-income countries with developed industrial and manufacturing bases. How did Malaysia, Indonesia, and Thailand achieve such a transformation, and how did they achieve the transformation with a form of economic growth that was driven by structural transformation, but that was 'inclusive'? Given that historically it has been thought that structural transformation tends to push up inequality, whilst inclusive growth necessitates static or even falling inequality, this last point is particularly salient to developing countries. Understanding how the transformation was possible in a relatively small space of time, the extent to which it was inclusive, and the caveats and prospects for South East Asia is thus an area of enquiry significant to all developing countries as they seek economic and social transformation.

In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.
