The consumption-based poverty headcount decreased from 57.9% in 1998-99 to 29.5% in 2013-14, while the incidence of multidimensional poverty has declined from 55.2% in 2004-05 to 38.8% in 2014-15. However, as noted by the World Bank and the 2015-16 Economic Survey from the Ministry of Finance, much of the population remains in poverty or could fall into poverty if economic conditions worsened. Simultaneously, measures of inequality have risen. In comparison to 1987-88, the richest 20% now consume seven times more than the poorest 20%, and, while multidimensional poverty is less than 10% in major cities, it is more than 90% in some districts. Furthermore, Pakistan has experienced structural changes such that the share of services in total GDP has grown considerably. Agriculture’s contribution to GDP declined from 22.9% to 18.9%2 over the period 2003-04 to 2017-18. Yet, the labor force is still employed in agriculture, as its share in total employment has only seen a marginal decline, from 43.1% in 2003-04 to 42.3%.

The data is taken from 1975 to 2010. It takes the hypothesis that industrial development will decrease poverty through increased employment and rise in the per capita income. All the variables used in the model are stationary at 1st difference. I have employed ARDL approach to Co-integration to find relationship between industrial development and poverty reduction. The approach and findings of the study are compared with that of regional and East Asian countries, which have developed through industrialization. The t-values for LINDG is highest among the independent variables, which means growth in industry can reduce the poverty to greater extent. The population growth of Pakistan is quite high, by increasing the literacy rate; we can make the labor skilled, increasing human capital, that will lead to more jobs and earning opportunities, reducing poverty.

Poverty reduction in all its forms remains one of the greatest challenges facing humanity. In developing Asia, rapid growth in countries and sub-regions such as China, India, and Southeast Asia has lifted millions out of poverty, but progress has been uneven. On the other hand, the current coronavirus (COVID-19) pandemic and the global economic recession that it has caused are pushing millions of people back into poverty. Poverty reduction, inclusive growth, and sustainable development are inseparable, and poverty reduction is the premise for sustainable development. The Sustainable Development Goals (SDGs) are a bold commitment to finish what we started and end poverty in all forms and dimensions by 2030. However, because of the current global recession, the world is not on track to end poverty by 2030. Given the aforementioned situation, if we plan to achieve the no-poverty target in line with the SDGs, governments need to reconsider their policies and economies need to allocate their resources for this aim. Owing to the importance of the topic, this book provides several thematic and empirical studies on the roles of small and medium-sized enterprises, local businesses and trusts, international remittances and microfinance, energy security and energy efficiency in poverty reduction, and inclusive growth.

Book excerpt: This report shows that after a decade of moderate growth but little or no long term change in rural poverty in Pakistan, agricultural output, rural incomes, rural poverty and social welfare indicators all showed marked improvements between 2001-02 and 2004-05. However, longer term trends suggest there is little reason for complacency. The agricultural GDP per capita growth rate (1999- 2000 to 2004-05) was only 0.3 percent per year; rural poverty rates in 2004-05 are still at levels that approximate those of the 1990s; and social welfare indicators in Pakistan remain significantly below those of other countries in south Asia. Moreover, problems related to timing and availability of water for irrigation, inadequate rural infrastructure, a skewed distribution of assets, and low levels of health and education continue to slow the progress of economic growth and poverty reduction. Nonetheless, Pakistan has made important strides in the last several years to promote rural growth and poverty reduction. The study concludes that a comprehensive rural growth and poverty reduction strategy is needed, predicated on four main pillars: 1) Promoting efficient and sustainable agricultural growth to raise incomes of small farmers and to generate growth linkages in the rural non-farm economy; 2) Creating an enabling environment for the rural non-farm sector to enhance employment and incomes, and improving rural public-service delivery in infrastructure, health, education and population to serve as a foundation for growth and to increase household welfare; 3) Improving the effectiveness and governance of rural institutions through the decentralization and strengthening of local demand for enhanced accountability as well as through more proactive use of public-private partnerships; 4) Empowering the poor and protecting the most vulnerable through social mobilization, safety nets and facilitating access to productive assets for income generating activities.

Implementation of the PRGF program in Pakistan remains broadly on track. All quantitative performance criteria for end-December 2003 were met, and it seems that most indicative targets for end-March 2004 were also met. Structural reforms are advancing, albeit only slowly in the energy sector. Four structural performance criteria were breached, but the slippages were minor and mainly reflected timing issues.

The sector employs almost half of the country's labor force, supplies key inputs to the country's manufacturing sector, generates a significant share of export earnings, and nourishes a rapidly growing population. Further, beyond agriculture is the wider rural economy, including nonfarm economic activities such as small enterprises, transport services, village retail shops, local schools, and clinics, all of which account for an estimated 40 to 57 percent of total rural household income. Given the importance of these rural activities, the slow growth of agriculture in recent years—averaging just 2.8 percent during the period 2010-2014—should be a source of concern for Pakistan. Can the country's agricultural sector and rural economy once again play a significant role in growth and development? Can it contribute to poverty reduction? Agriculture and the Rural Economy in Pakistan: Issues, Outlooks, and Policy Priorities seeks to answer these questions by examining the performance of both agriculture and the rural economy. The productive capacity of the economy remained alien to this higher growth and new industrial capacity was hardly added to the economy. The fiscal year 2007/08 was a volatile year for Pakistan's economy both on domestic and external fronts.
