Book excerpt: Many islands import most of their food, much of which is calorie-dense and of low nutritional value. It may be cheaper than local produce, but a diet based on imported food is leading to a whole range of health problems. All too often, nutritious indigenous foods are ignored by local populations, as they are seen as ‘poor people’s food’. Tourism has been rapidly expanding in both regions, yet there is a disconnect between the tourist market and local producers. Indeed, 70% of the food used in the tourist industry in the Pacific is imported. As this booklet shows, creating closer links between tourism and agriculture – agritourism – can help to reduce the food import bill and at the same time boost local food production, and therefore the incomes of island farmers. With support from the intra-ACP Agricultural Policy Programme funded by the European Union, CTA has been actively promoting links between the two regions and encouraging them to share their knowledge and experience. On the one hand, CTA has provided policy support which has brought together government ministries with the private sector to promote agritourism. CTA also played a key role in establishing the Chefs for Development Initiative, which is creating closer links between the hospitality industry and local farmers. Over time, these endeavours will help to generate income and employment across the value chain.

Book excerpt: The 2020 report on the State of Food Security and Nutrition in the Asia and Pacific region, provides an update on progress towards the 2030 targets (SDGs and WHA) at the regional and country level. Selected indicators look at undernourishment, food insecurity, childhood stunting, wasting and overweight, adult overweight, child minimum acceptable diet, exclusive and continued breastfeeding, and anaemia in women and children. While the region continues to work towards ending all forms of malnutrition and achieving Zero Hunger, progress on food security and nutrition has slowed, and the Asia and Pacific region is not on track to achieving 2030 targets. About 350.6 million people in the Asia and Pacific region are estimated to have been undernourished in 2019, about 51 percent of the global total. An estimated 74.5 million children under five years of age were stunted and a total of 31.5 million were wasted in the Asia and Pacific region. The majority of these children in the region live in Southern Asia with 55.9 million stunted and 25.2 million wasted children. Estimates predict a 14.3 percent increase in the prevalence of moderate or severe wasting among children under 5 years of age, equal to an additional 6.7 million children, due to the COVID-19 pandemic. With basic food prices and disposable incomes influencing household decisions on food and dietary intake, they are critical to improve food security and nutrition in the region. However, in the Asia and Pacific region, 1.9 billion people are unable to afford a healthy diet, driven by high prices of fruits, vegetables and dairy products, making it impossible for the poor to achieve healthy diets.In Part 2, the 2020 report promotes a systems approach to healthy maternal and child diets, involving and coordinating institutions and actors in the Food, Water and Sanitation, Health, Social Protection and Education systems, to collectively create the enabling environment for healthy diets. Integration of healthy diets and nutrition-focused Social Behavior Change Communication (SBCC) mainstreamed throughout these systems will lead to greater uptake and sustainability of healthy behaviours and caregiver’s knowledge.

Book excerpt: During the last three years, progress at reducing undernourishment has slowed tremendously in Asia and the Pacific. After years of gains in combatting hunger, progress has stagnated in all parts of this vast region. Despite decades of economic growth, nearly half a billion people remain undernourished. Children, in particular, continue to face the burden of malnutrition – this region is home to more than half of the world’s malnourished children – with one child in every four below the age of five suffering from stunting. This is a colossal human loss, given the association between undernutrition and poor cognitive development, with severe lifelong consequences for these children. At the same time, and almost paradoxically, Asia and the Pacific has witnessed rapid growth in the number of overweight children and the serious consequences that entails for their future health and well-being. This double burden of malnutrition sees undernourished and overweight children living in the same communities and households and it can even occur within the same child. Efforts to fight hunger and malnutrition must go hand in hand with those to build and sustain peace and there is an urgent need to accelerate and scale up actions that strengthen resilience and adaptive capacity of people and their livelihoods to climate variability and extremes. As migration from rural to urban areas continues apace, particularly involving poorer families, urban malnutrition is another challenge facing many countries. In summary, what is becoming increasingly clear is that the world cannot meet the 2030 target of zero hunger if Asia and the Pacific – the world’s most populous region – is not leading the way. It is a hard reality but one that must be faced with a united determination to turn things around. For the first time, four UN agencies have come together to jointly assess the state of food security and nutrition in Asia and the Pacific. Together, we hope that the findings of this report will contribute to a more informed dialogue. Without doubt, all stakeholders must make much greater efforts to accelerate progress toward the goals of a healthy and hunger-free Asia and the Pacific. Action is needed now. The sense of urgency cannot be overstated.

The luxury of taking the safety and dependability of food for granted pushed it to the back burner in the consciousness of many. Increasingly, however, this once taken-for-granted food system is coming under question on issues such as the humane treatment of animals, genetically engineered foods, and social and environmental justice. Many consumers are no longer content with buying into the mainstream, commodity-driven food market on which they once depended. Resistance has emerged in diverse forms, from protests at the opening of McDonald’s restaurants worldwide to ever-greater interest in alternatives, such as CSAs (community-supported agriculture), fair trade, and organic foods. The food system is increasingly becoming an arena of struggle that reflects larger changes in societal values and norms, as expectations are moving beyond the desire for affordable, convenient foods to a need for healthy and environmentally sound alternatives. In this book, leading scholars and scholar-activists provide case studies that illuminate the complexities and contradictions that surround the emergence of a “new day” in agriculture. The essays found in The Fight Over Food analyze and evaluate both the theoretical and historical contexts of the agrifood system and the ways in which trends of individual action and collective activity have led to an “accumulation of resistance” that greatly affects the mainstream market of food production. The overarching theme that integrates the case studies is the idea of human agency and the ways in which people purposefully and creatively generate new forms of action or resistance to facilitate social changes within the structure of predominant cultural norms. E-agriculture technologies (remote sensing, drones, sensors) are emerging, with potentially profound implications for the entire food system and management of the natural resource base. Structural transformation of the economy has also changed the nature of the food security problem. Earlier, many governments thought that producing more staple food was sufficient to improve food security. However, today’s economy, increasingly based on human capital and less on physical strength, requires that policies and programmes promote healthy diets for healthy people. This need for improved nutrition will require shifts in agricultural production and trade patterns. Solving the malnutrition problem in urban areas will also require different solutions than in rural areas, due to the difference in urban and rural food environments. In line with the structural transformation of the economy, farm households also increasingly rely on non-farm income to support their livelihoods and risk management strategies, which has implications for the uptake of new technologies. The demographic shifts, urbanization and structural changes in the economy, coupled with climate change, have made the food security and nutrition problem more complex than it was in the past. Solutions require input from different stakeholders, both public and private, as well as a range of government ministries, including Health, Finance, Education, Environment, Trade and Social Welfare in addition to Agriculture.
