Why is ethnic diversity associated with inequality and a lack of redistribution? This book argues that many individuals, recognizing that they live in a world of uncertainty, use the groups of which they are a member as a heuristic to understand how welfare states are likely to impact them. This leads to reduced support for redistribution among the wealthy, whose disproportionate influence over policy in turn leads to less redistribution. Group Interests, Individual Attitudes develops the argument with a series of empirical implications, which are then tested using data from a variety of sources. It examines regional and ethnic politics in the United Kingdom, Germany, Slovakia, Canada, and Italy, using a combination of qualitative and quantitative evidence, existing and new surveys, and observational and experimental methods. The evidence is largely consistent with a heuristic theory, allowing us to see group politics in a new light.

Book excerpt: Samir Okasha approaches evolutionary biology from a philosophical perspective in Agents and Goals in Evolution, analysing a mode of thinking in biology called agential thinking. He considers how the paradigm case involves treating an evolved organism as if it were an agent pursuing a goal, such as survival or reproduction, and seeing its phenotypic traits as strategies for achieving that goal or furthering its biological interests. As agential thinking deliberately transposes a set of concepts—goals, interests, strategies—from rational human agents and to the biological world more generally, Okasha's enquiry firstly looks at the justification for this: is it mere anthropomorphism, or does it play a genuine intellectual role in the science? From this central question, key points are considered such as: how do we identify the 'goal' that evolved organisms will behave as if they are trying to achieve? Can agential thinking ever be applied to groups rather than to individual organisms? And how does agential thinking relate to the controversies over fitness-maximization in evolutionary biology? In addition, Okasha examines the relation between the adaptive and the rational by considering whether organisms can validly be treated as agent-like. Should we expect their evolved behaviour to correspond with that of rational agents as codified in the theory of rational choice? If so, does this mean that the fitness-maximizing paradigm of the evolutionary biologist can be mapped directly to the utility-maximizing paradigm of the rational choice theorist? All of these important questions are engagingly raised and discussed at length.

Book excerpt: Though they shared a state for most of the twentieth century, when the Czechs and Slovaks split in 1993 they founded their new states on different definitions of sovereignty. The Czech Constitution employs a civic model, founding the state in the name of "the citizens of the Czech Republic," while the Slovak Constitution uses the more exclusive ethnic model and speaks in the voice of "the Slovak Nation." Defining the Sovereign Community asks two central questions. First, why did the two states define sovereignty so differently? Second, what impact have these choices had on individual and minority rights and participation in the two states? Nadya Nedelsky examines how the Czechs and Slovaks understood nationhood over the course of a century and a half and finds that their views have been remarkably resilient over time. These enduring perspectives on nationhood shaped how the two states defined sovereignty after the Velvet Revolution, which in turn strongly affected the status of the Hungarian minority in Slovakia and the Roma minority in the Czech Republic. Neither state has secured civic equality, but the nature of the discrimination against minorities differs. Using the civic definition of sovereignty offers stronger support for civil and minority rights than an ethnic model does. Nedelsky's conclusions challenge much analysis of the region, which tends to explain ethnic politics by focusing on postcommunist factors, especially the role of opportunistic political leaders. Defining the Sovereign Community instead examines the undervalued historical roots of political culture and the role of current constitutional definitions of sovereignty. Looking ahead, Nedelsky offers crucial evidence that nationalism may remain strong in Slovakia and the Czech Republic, even in the face of democratization and EU integration, and is an important threat to both.

Book excerpt: While anecdotal evidence suggests that interest groups play a key role in shaping immigration policy, there is no systematic empirical analysis of this issue. In this paper, we construct an industry-level dataset for the United States, by combining information on the number of temporary work visas with data on lobbying activity associated with immigration. We find robust evidence that both pro- and anti-immigration interest groups play a statistically significant and economically relevant role in shaping migration across sectors. Barriers to migration are lower in sectors in which business interest groups incur larger lobby expenditures and higher in sectors where labor unions are more important.
