Europe’s second largest river basin with a total 2 area of about 800,000 km is also home to 83 million people of different cultures, languages and historical backgrounds. Management of common water sources and overcoming dif?culties caused by droughts and ?oods requires co-operation between the countries. In 1971 these c- mon interests stimulated the hydrologists of – at that time – eight Danube countries to begin regional co- operation in the framework of the International Hydrological Decade of UNESCO. The result of this research was The Hydrological Monograph of the Danube and its Catchment, which was published in 1986. Since 1975 this co-operation has continued under the umbrella of the International Hydrological Programme (IHP) of UNESCO. In the past 20 years political turbulence has caused an increase in the number of countries, making the co-operation dif?cult at times.

Freshwater resources are scarce and different nations, actors and users compete for limited resources in transboundary river basins; often conflicting with each other. Water is a resource with no substitute: it cannot be secured in sufficiently large quantities through long-distance trade deals; and, due to the interconnectivity of the hydrological system, the actions of one country in its water management have a direct bearing on the interests of neighbouring countries. For instance, in the Mekong River Basin, current hydropower and navigation developments in certain countries impact on traditional sources of income such as fisheries, and rice production in others. These kinds of changes in water use have given rise to conflict between countries in that region and others, but have also led, in some cases, to greater cooperation. The past few decades have seen a number of new agreements about the sharing of river resources and cooperation between riparian states. Negotiating for Water Resources explores the drivers of conflict and cooperation between states in transnational river basins. Drawing on extensive fieldwork and interviews on the Mekong, Danube and La Plata River Basins, the book provides a three level analysis across three case studies, including the regional framework (EU, ASEAN and Mercosur), the River Basin Organisations (ICPDR, MRC and CIC) and the micro-level. The key question of the book is: To what extent do power asymmetries prevent or inhibit cooperation between riparian states over water resources? This is linked to the question of how institutions contribute to mitigate competition for natural resources and how states interact in a multilateral arena. Overall, the book argues that cooperation in transboundary river basins is possible even where there are asymmetric power relations, challenging realist assumptions about competition and conflict over resources.

This book aims: To provide better understanding of the river-sediment-soil-groundwater system at various temporal and spatial scales To relate expected climate alterations to changes in deposition, mobility and distribution of pollutants in European river basins To provide the scientific basis for improved river basin management To introduce novel tools for water and soil quality monitoring To show the necessity of integrated modelling frameworks for impact evaluation of pollution as well as climate and land-use changes for definition of long-term management schemes The work illustrates the dynamic behavior of the pathway of pollutants in soils, groundwater, surface water and sediments. It highlights the fundamental importance of integrating knowledge from several combined disciplines on various environmental compartments in order to understand the large number of processes that govern pollutant input, transport and turnover. Results shows that a significant step forward has been made in the development new analytical methods and of process-based numerical models that are capable of making predictions of likely trends and environmental changes to be expected in the near or distant future at the basin-scale. These models can be used e.g. to generate hydrologic scenarios based on climate models and to simulate pollutant distribution and turnover rates from decades to millennia.

Book excerpt: In the continued quest for increased economic benefits from our water resources, numerous structures and operating policies for controlling the river flow have been built and implemented. These structures and associated operating policies can facilitate navigation; they can provide greater quantities of reliable water supplies to meet agricultural, industrial and municipal water demands; they can generate hydroelectric power and energy; and they can provide increased flood protection, recreation, and other benefits. Over the past half-century we have converted many of our rivers into engineered waterways. These straightened, often periodically dredged, engineered rivers are complete with dikes, reservoirs, weirs, and diversion canals. All this engineering has enhanced economic development. However, as rivers and their floodplains become stressed from the excessive use and misuse of their resources, their contribution to economic development can be threatened. Evidence of economic and ecological degradation, especially in relatively large river systems such as the Danube, the Mississippi, the Rhine, and the Volga, has increased our appreciation of beneficial roles natural aquatic and terrestrial ecosystems play in water quantity and quality management. We have recognized the need to pay more attention to letting nature help us regulate water quantity and quality rather than working against nature and its variabilities and uncertainties. Today there are efforts underway in many developed river basins to 'de engineer' or return these straightened and controlled rivers to a more natural state.
