The main focus programs include the modernisation and rehabilitation of the existing irrigation systems, the transfer of irrigation management responsibilities to water users’ organizations, public private partnerships arrangements, the monitoring & evaluation of participatory irrigation management and transfer processes, and the governance of groundwater resources for irrigation. The adopted approach relies on learning from the value of each single experience, and on advancing solutions that emerge from their comparative analysis and that may be of guidance to those engaged in these programs. The country experiences indicated that often times, significant shortcomings in the implementation of these programs have occurred and hopefully, this book could be a source of inspiration for the corrective actions needed.

A particular focus is given to India, which is the largest user of groundwater in the world, and where groundwater is the primary source of water for domestic and agricultural uses. The extremely rapid rise in groundwater use in many Indian states has led to a growing groundwater crisis that they must address. The existing regulatory framework has not adapted to the challenges and fails to address any environmental concerns. On climate change, India has adopted a policy framework that makes the link with water, but no legislation has followed up to make the link operational. The subject matter of this book has been widely debated with regard to each of its main two components separately. Bringing these two domains together is what makes this book unique. The link between climate change and groundwater has been acknowledged to some extent, and there is growing interest in studying the impacts of climate change on (ground)water. Similarly, in water and environmental law and policy, increasing attention has been given to the study of climate change and groundwater legal and policy frameworks but generally separately. This book contributes to filling this knowledge gap by drawing on contributions from leading experts in the field of environmental and water law and policy who have been involved in climate change and/or groundwater research. Global MAR has grown exponentially to 10 cu.km/year and will increase ten-fold within a few decades. Well informed hydrogeologists, engineers and water quality scientists are needed to ensure that this investment is effective in meeting increasingly pressing needs. This compilation contains lessons from many examples of existing projects, including several national and continental summaries. It also addresses the elements essential for identifying and advancing projects such as mapping aquifer suitability and opportunities, policy matters, operational issues, and some innovations in MAR methods and monitoring. This collection exemplifies the state of progress in the science and practice of MAR and is intended to be useful, at least to water managers, water utilities, agricultural water users and urban planners, to facilitate water resilience through new MAR projects.

Book excerpt: This report is the presentation of the methodology applied in Italy to spatially disaggregate the computation of the level of water stress from the national to the subnational scale (SDG indicator 6.4.2). Compared to the national assessment, which results in a low level of water stress in the country, the spatial disaggregation of the indicator by the hydrological unit highlighted the presence of basins affected by water stress exceeding 60 per cent (district of the Po river basin). The analysis was performed considering the long-term average of the available fresh water resources calculated on different reference periods (1951-2020, 1961-90, 1991-2020), and this put in evidence the impact of climate change on the level of water stress. This report is part of the series SDG 6.4 MONITORING SUSTAINABLE USE OF WATER RESOURCES PAPERS that collects all the achievements on SDG 6.4. The study was implemented by the Italian Institute for Environmental Protection and Research (ISPRA), responsible for the model and data used to assess the total renewable freshwater resources, and the Italian National Institute of Statistics (ISTAT), which has provided the methodology and the official statistics related to water withdrawals by economic sector (Agriculture, Services, and Industry). The study is the outcome of an agreement between FAO and ISPRA under the Integrated Monitoring Initiative for SDG 6 (IMI-SDG6), designed to produce a map of Italy showing the SDG indicator 6.4.2 “Level of water stress: freshwater withdrawal as a proportion of available freshwater resources” disaggregated at river basin district level.
