Examining Chicago, USA, Birmingham, UK, and Vancouver, Canada, McKendry argues that city greening efforts were closely connected to processes of post-industrial branding in the neoliberal economy. In response, city leaders have moved toward initiatives that strive to better address environmental effectiveness and social equity while still spurring growth. Through an analysis that highlights how different varieties of liberal environmentalism are manifested in each case, this book illustrates that cities, though constrained by inconsistent political will and broader political and economic contexts, are making contributions to more effective, socially just environmental governance. Book excerpt: This dissertation presents the design of a zero-emissions waste-to-energy plant, in Berea Park, a semi-urban area in the central business district (CBD) of Pretoria. The design proposal aims to emphasise a zero-emissions industrial building in the inner city and to inform urban regeneration by way of a waste-to-energy facility, which will also act as a multi-functional space in the CBD. The design dissertation aims to contribute to the Tshwane Vision 2055 framework, as proposed by the City of Tshwane (Tshwane Vision 2055). The proposed facility would create a central point for informal pickers to meet and sell plastic and tyres to the buyback facility. There are no formal places close to the inner city, where informal pickers can store their materials. The proposed facility also creates opportunities for entrepreneurs to receive training and to make products from the specific waste material (plastic and tyres), which they can display in the market space. Not only does the proposed facility provide a space for informal trade, but it also provides a space in which formal markets and events can be held. The existing soccer field that is situated in the centre of the site provides opportunities for formal and informal sporting events to take place. The proposed design acts as a central node for regeneration of the inner city - there are currently only a few public places where the public can meet, including Burgers Park, Church Square and small pocket parks around the CBD. The negative connotation added to unsupervised public parks, is that they are not always safe for the public to use. Therefore, security is essential, and by adding a commercial function to the site (waste-to-energy plant), it allows for stricter, 24-hour security. The typology of the proposed facility reads as an industrial building, but reusing the existing structures and adding to them, will keep part of the heritage of Berea Park alive. The site is situated in an already-busy node. Giving the public access to the site would allow the facility all the foot traffic it needs in order to be successful.
