Book excerpt: This working paper considers the effects of two California bills related to greenhouse gas (GHG) regulation - SB 375 (land use and transportation) and SB 97 (new CEQA Guidelines for GHG planning) - on local land use and regional transportation planning - in particular to contribute to climate and energy policy analysts' understanding of land use development's contribution to GHG mitigation.Climate and energy policy analysts working to develop GHG mitigation policies with local jurisdictions are faced with analyzing the effect of transportation policies that lead to GHG reduction. For example, a policy that implements aggressive goals for alternative transportation other than the single use vehicle must consider land uses zoned for such alternative uses, and consider the combination of effects from all modes of transportation. Land use is a local phenomenon and the state has little power to mandate direct land use changes. On the other hand, the state can and has mandated GHG reduction targets to be achieved from the transportation sector (SB375), which invariably leads to land use changes, and has mandated the analysis of GHG emissions from projects (SB97) and its mitigation to be consistent with the state GHG reduction goals. This paper starts with a background on the basics of local land use planning as reflected in the General Plan, and regional planning as reflected in the regional transportation plan. It then considers provisions of the two regulations, SB 375 and SB 97, how they interact, and how courts have responded to ensuing litigation, to show that SB97 rather than SB375 is currently the main driver of change in land use planning to help lead to transportation GHG emissions changes.

Cities consume 75% of the world's energy and emit 80% of the world's greenhouse gases. Changing the way we build and operate our cities can have major effects on greenhouse gas emissions. Fortunately, communities across the U.S. are responding to the climate change problem by making plans that assess their contribution to greenhouse gas emissions and specify actions they will take to reduce these emissions. This is the first book designed to help planners, municipal staff and officials, citizens and others working at local levels to develop Climate Action Plans. CAPs are strategic plans that establish policies and programs for mitigating a community's greenhouse gas (GHGs) emissions. They typically focus on transportation, energy use, and solid waste, and often differentiate between community-wide actions and municipal agency actions. CAPs are usually based on GHG emissions inventories, which indentify the sources of emissions from the community and quantify the amounts. Additionally, many CAPs include a section addressing adaptation-how the community will respond to the impacts of climate change on the community, such as increased flooding, extended drought, or sea level rise. With examples drawn from actual plans, Local Climate Action Planning guides preparers of CAPs through the entire plan development process, identifying the key considerations and choices that must be made in order to assure that a plan is both workable and effective.

The project was undertaken to help policy makers to understand (a) how these alternative approaches to GHG emissions would affect states and metropolitan areas, (b) what approaches may be most effective for evaluating mobile-source GHG emission-management strategies, and (c) what particular tools are available to support implementation of these alternative approaches. The report is presented in five sections. Section 1, Introduction, provides background information, discusses the purpose and scope of the study, explains the study process, and presents the report organization. Section 2, Overarching Options for Establishing Transportation Requirements that Involve Targets, discusses several overarching considerations associated with any requirement that involves setting targets to address GHG emissions in transportation planning/programming. Section 3, Assessments of Alternative Policy Mechanisms for Reducing Transportation GHGs, identifies and describes several policy mechanisms that involve setting targets, along with requirements that might be implemented in addition to or instead of target-based requirements. Section 4, Implications of Alternative Targets on Sample States and MPOs, contains an analysis of a sample of states and metropolitan areas examining the estimated GHG emissions reductions that would be required to meet alternative targets. Section 5, Analysis Tools and Techniques to Support Implementation of Policy Mechanisms, reviews the availability, strengths, and limitations of existing tools that may be needed to meet requirements, identifies gaps, and discusses the potential implications of these gaps.

Book excerpt: Regulatory reform addressing travel behavior policies that reduce vehicle-miles-traveled (VMT) and improve transportation network management is needed if California is to reduce the transportation sector's 38 percent contribution to total greenhouse gas emissions (GHG) in the State. This white paper introduces how such policy changes can be used to support California's goals of climate change stability, economic vitality, and communities that encourage healthier lifestyles. Further, it poses essential questions pertaining to regulatory reform for the 3-C issues of consistency, conformity, and concurrency that the State will need to address through actively engaging with multiple stakeholders and other government organizations. The white paper includes an analysis of the theory and practice of California's land use/transportation planning structure, environmental review process, and funding allocation framework by examining local, regional, state, and federal roles in the implementation of key climate change and sustainable transportation laws. Analyzing the Sacramento Area Council of Government's Blueprint-based Metropolitan Transportation Plan under existing State frameworks reveals needed policy reform in order to successfully implement SB 375's "Sustainable Communities Strategies". Without a secure, long-term transit funding source, land use patterns that promote cost-effective and quality transit, statewide pricing mechanisms, and changes to local codes and standards, California's MPOs will not be able to achieve ambitious per capita GHG reductions under SB 375. The paper also finds a need to incorporate federal resource agencies in the development of Regional Transportation Plans, establish statewide GHG thresholds for projects within a regional context, and prioritize network management over capacity enhancing transportation project. Further, it proposes to "decouple" VMT growth from transportation revenue sources by incentivizing local government to reduce VMT and improve network management under a "Low Carbon Transportation Fund" funded by cap-and-trade auction revenues. The State of California is seeing unprecedented challenges and opportunities to create a more flexible and durable funding framework that directly ties new performance metrics to projects and plans. These changes will better reflect the array of values and concerns from Californians as the State struggles to fund an antiquated system that largely does not reflect the 3-E sustainability metrics of the economy, equity, and the environment.
