Book excerpt: This report assesses whether EU member states and EEA countries are on track to achieve the objectives of the UN Framework Convention on Climate Change and the targets for cutting greenhouse gas emissions under the Kyoto Protocol, based mainly on analysis of domestic policies and measures. The data cover both actual progress during the years 1990 to 2003 and projected progress to the year 2010. The latest projections for 2010 show that existing domestic policies and measures by the EU-15 member states will not be sufficient to reach its Kyoto targets. However, this could be achieved with additional policies and measures currently being planned and the use of credits from emissions-saving projects in third countries through the Kyoto Protocol's "flexible mechanisms". All ten new EU Member States are on track to achieve their individual Kyoto targets.

In the case of the Kyoto Protocol, this is rendered more complicated by the fact that for the purposes of Article 4 of the Kyoto Protocol, the membership of the European Community and Member States is frozen at a particular point in time. The result of this is that under International Law the European Community and a part of the Member States (EU15) have agreed to jointly fulfil some of those obligations whereas under Community Law all Member States share a certain degree of responsibility to meet the obligations created by the Kyoto Protocol. This book analyses in great detail the Kyoto Protocol and its obligations, as well as the discrepancies between International Law and Community Law in that regard. For last 25 years there has been growing scientific evidence on the potentially deteriorating effect of ammonia released in the process of agricultural production on the environment. In the last 15 years additional focus has been given to environmental and health impact of dust and VOC’s generated by farming activities. Only very recently is the contribution of agricultural production GHG’s to global warming recognised. In the book the various aspects of agricultural emissions are discussed. Its first part refers mainly to introductory, theoretical, and methodological issues. The second part gives the most recent data on national emissions, particularly these of Nitrogen species in selected individual European countries and the projections of their emission for all Europe. The third part which deals exclusively with ammonia brings comprehensive survey of its emission abatement potentials, the cost of appropriate actions and the difficulties in their practical implementation. It also considers the potential side effects of ammonia emission abatement measures.

Book excerpt: Starting from January 1, 2005 the European Union will implement a scheme for trading with greenhouse gas (GHG) emission allowances. During the first trading period, 2005-2007, the scheme covers only CO2, and there is no international commitment to reduce the emission of GHG. During the second period, 2008-2012, the European Union has committed to reducing their emissions of GHG by 8% compared to 1990 levels. Emissions trading will create a cost of CO2 emissions and increase the marginal cost of producing electricity in fossil-fueled plants. This will result in an increase in the electricity price. For the period of 2005-2007, the likely range of allowance prices in the EU is estimated to be 1-5/tonne CO2 and for 2008-2012, 8-13/tonne CO2. Based on these estimates the effect on the price of electricity is analyzed. In the short run, the price increases in the Nordic countries, except Jutland, is less than the increase in marginal cost for coal plants. In the somewhat longer run (2012) the price increase is approximately the same as the increase in the marginal cost of modern gas-fired plants.
