Book excerpt: Preface This book is written for those who do not yet share a Green world view, but who do have stirrings of unease that we are not looking after the Planet as well as we ought. It is also written for others who share the author's concerns but who have chosen different paths and strategies. Intended as part of a series under the auspices of the Green Economics Institute, it is hoped that it will operate in tandem with the much more ambitious work being undertaken, for example to find methods of measuring the economy better suited to ecological criteria than those in use since the end of the second world war. A two stage strategy is envisaged: in the first instance it is hoped that academics and opinion formers will use the message contained in this book as the basis for their work towards a sustainable society and economy, but ultimately that message needs to reach a much wider audience if the necessary cultural shift world-wide is to occur before the dangers of which scientists warn us become a reality. This book makes as few philosophical assumptions as possible. It offers a new insight, albeit at a fairly superficial level, based on the 'Deep Ecology' tenet that we should model society on tribes who live in harmony with their surroundings, but this is confined to one aspect of society. On the other hand it is 'market' oriented only in the sense that since the market is dominant, that is where one must start, willy nilly. It is a part of my claim that the ideas in this book may help other norms to emerge. It is assumed that economics will and should remain as part of the ecological decision making process, but that its current dominance must cease. Some of the steps in my reasoning are intuitive rather than based on evidence. Mostly they depend on ideas, indeed sea-changes in ideas for which there can be no evidence in advance. Surprisingly, Ka Zeng and Joshua Eastin find that international economic integration with nation-states that have stringent environmental regulations facilitates the diffusion of corporate environmental norms and standards to Chinese provinces. At the same time, concerns about “green” tariffs imposed by importing countries encourage Chinese export-oriented firms to ratchet up their own environmental standards. The authors present systematic quantitative and qualitative analyses and data that not only demonstrate the ways in which external market pressure influences domestic environmental policy but also lend credence to arguments for the ameliorative effect of trade and foreign direct investment on the global environment.

Book excerpt: To understand China’s climate change policy is not easy, as the country itself is a paradox actor in global climate political economy: it used to take very suspicious stand on the scientific certainty of climate change, but recently it has become a signatory and firm supporter of the Kyoto Protocol; it stubbornly refuses to accept any emission cutting obligations, but has gradually taken the lead in developing renewable energies and carbon trading business; it accuses western countries of their hypocrisy and irresponsibility, but ironically maintains close cooperation with them on low-carbon projects; it fears climate mitigation commitments may hamper the economic growth, but meanwhile spends most lavishly on the research and development of clean energy and other green technologies. This book, unlike other researches which explain China’s climate policy from pure economics or politics/foreign policy perspectives, provides a panoramic view over China’s climate-related regulations, laws and policies as well as various government and non-government actors involved in the climate politics. Through analyzing the political and socioeconomic factors that influence the world’s largest carbon emitter’s participation into the global collective actions against climate change, the book argues that as a vast continental state with a mix of authoritarian politics and a quasi-liberalised market economy, China’s climate policy process is fragmented and self-defensive, seemingly having little room for significant compromises or changes; yet in response to the mounting international pressures and energy security concerns and attracted by lucrative carbon businesses and clean energy market, the regime shows some sort of better-than-expected flexibility and shrewdness in coping with the newly-emerged challenges. Its future climate actions, whether effective or not, are vital not only for the success of the global mitigation effort, but for China’s own economic restructure and sustainable development. The book is a unique research monograph on the evolving domestic and foreign policies taken by the Chinese government to tackle climate change challenges. It concludes that instead of being motivated by concern about its vulnerability to climate change, Chinese climate-related policies have been mainly driven by its intensive attention to energy security, business opportunities lying in emerging green industries and image consideration in the global climate politics.
