In agreeing to limit or proscribe certain classes of weapons, states will constrain their military capabilities and therefore decrease the threat they pose to potential adversaries. Focusing on the expected military impact of technological change and the capacity of states to confidently monitor the activities of its negotiating partners, it may be possible to forge lasting agreements that improves the security of the participating states. However, at other times, the nature technological change may force states to engage in competitive behavior, precluding cooperation and increasing the probability of conflict. Examining a diverse set of cases, including the Washington Naval Conference, The World Disarmament Conference at Geneva, the Baruch Plan for the International Control of Atomic Energy, and the SALT I Accords (including the ABM Treaty), this volume presents a persuasive, comprehensive and interesting contribution to the literature on arms racing and arms control, and should be of interest to students of international relations theory and security studies. By presenting a theoretical-informed model that explicitly links the security strategies of states to their choices about development and deployment of new weapons and, consequently, their willingness to engage in arms control cooperation, this book provides an important refinement upon existing theoretical and historical approaches.

The security architecture in Northeast Asia to date has been predominately U.S.-dominated bilateral alliances, weak institutional structures and the current Six Party Talks dealing with the North Korean nuclear issue. There has been a distinct lack of desire among regional countries as well as the U.S. to follow in the footsteps of Europe with its robust set of multilateral institutions. However, since the late 1990s, there has been burgeoning interest among regional states towards forming new multilateral institutions as well as reforming and revitalizing existing mechanisms. Much of this effort has been in the economic and political arenas, with the creation of bodies such as the East Asian Summit, but there have also been important initiatives in the security sphere. But there is no reason to assume that they will remain so forever. Drawing on three in-depth historical case studies as well as a review of the relevant international relations literature, this report is written for policy-makers looking to identify and seize opportunities for security-enhancing nuclear cooperation when they arise in the future. The key finding is that great power nuclear cooperation is more likely to develop and endure when relative material gains are not perceived as relevant, policy-makers’ time horizons are long, and cheating is difficult to conceal. In addition, the report provides both strategic- and tactical-level recommendations for officials pursuing security-enhancing cooperation. It aims to ensure that the US government is prepared to employ the full range of potential strategies—cooperative and competitive—to advance US national interests.

The idea of comprehensive security cooperation among the major military establishments to form an inclusive international security arrangement has been only barely acknowledged and is only partially developed. The basic principle of cooperation has been proclaimed in general terms in the Paris Charter issued in November of 1990. Important implementing provisions have been embodied in the Strategic Arms Reductions Talks (START), Conventional Forces in Europe (CFE), and Intermediate-Range Nuclear Forces (INF) treaties. Except for the regulation of U.S. and Commonwealth of Independent States (CIS) strategic forces, however, these arrangements apply only to the European theater and even there have not been systematically developed. The formation of a new security order requires that cooperative theaters of military engagement be systematically developed. Clearly that exercise will stretch the minds of all those whose thinking about security has been premised on confrontational methods. Nonetheless, such a stretching is unavoidable. The new security problems are driven by powerful forces, reshaping the entire international context. They impose starkly different requirements. They will deflect even the impressive momentum of U.S. military traditions. The eventual outcome is uncertain. It turns upon political debates yet to be held, consensus judgements yet to form, and events and their implications yet to unfold. Fundamental reconceptualization of security policy is a necessary step in the right direction, and it is important to get on with it. Getting on with it means defining the new concept of cooperative security, identifying the trends that motivate it, outlining its implications for practical policy action, and acknowledging its constraints. These tasks are the purpose of this essay.
