Available in PDF, EPUB and Kindle. Book excerpt: The Great Lakes Restoration Initiative (GLRI) seeks to address issues such as water quality contamination and nonnative, or "invasive," species that threaten the health of the Great Lakes ecosystem. A Task Force of 11 federal agencies, chaired by the Environmental Protection Agency (EPA) Administrator, oversees the GLRI. Task Force agencies conduct work themselves or through agreements with nongovernmental organizations, academic institutions, or other entities. This report examines the (1) amount of federal funds made available for the GLRI and expended for projects; (2) process the Task Force used to identify GLRI work and funding; and (3) information available about GLRI project activities and results. Tables and figures. This is a print on demand report.

The Great Lakes Initiative (GLI) requires stringent water quality standards for many pollutants in discharges regulated by states administering the Nat. Pollution Discharge Elimination System permit programs. This report examines the: (1) GLI's focus & potential impact on water quality in the Great Lakes Basin; (2) status of GLI's adoption by the states & any challenges to achieving intended goals; & (3) steps taken by the EPA for ensuring full & consistent implementation of GLI & for assessing progress toward achieving its goals. Available in PDF, EPUB and Kindle. Book excerpt: The Great Lakes ecosystem is recognised by many as an international natural resource that has been altered by human activities and climate variability. These alterations have led to degraded water quality, diminished habitat, lower native fish and wildlife populations, and an altered ecosystem. In response, the federal governments of the United States and Canada and the state and provincial governments in the Great Lakes basin are implementing several restoration activities. These activities range from mitigating the harmful effects of toxic substances in lake waters to restoring fish habitat. This books provides the reader with a background on and issues of the Great Lakes restoration initiative, as well as the action plan for the years 2010-2014.

Book excerpt: Millions of people in the United States and Canada depend on the Great Lakes for drinking water, recreation, and economic livelihood. During the 1970s, it became apparent that pollutants discharged into the Great Lakes Basin from point sources, such as industrial and municipal facilities, or from nonpoint sources, such as air emissions from power plants, were harming the Great Lakes. Some of these pollutants, known as bioaccumulative chemicals of concern (BCC), pose risks to fish and other species as well as to the humans and wildlife that consume them. In 1995, the Environmental Protection Agency (EPA) issued the Great Lakes Initiative (GLI). The GLI established water quality criteria to be used by states to establish pollutant discharge limits for some BCCs and other pollutants that are discharged by point sources. The GLI also allows states to include flexible permit implementation procedures (flexibilities) that allow facilities' discharges to exceed GLI criteria. This testimony is based on GAO's July 2005 report, Great Lakes Initiative: EPA Needs to Better Ensure the Complete and Consistent Implementation of Water Quality Standards (GAO-05-829) and updated information from EPA and the Great Lakes states. This statement addresses (1) the status of EPA's efforts to develop and approve methods to measure pollutants at the GLI water quality criteria levels, (2) the use of permit flexibilities, and (3) EPA's actions to implement GAO's 2005 recommendations.

Book excerpt: " The Great Lakes contain about 84 percent of North America's surface freshwater and provide economic and recreational benefits in the Great Lakes Basin. However, the Great Lakes face significant stresses-such as toxic pollution-that have caused ecological and economic damage to the region. Approximately $1.3 billion has been appropriated to the GLRI, created in fiscal year 2010, which an interagency Task Force of 11 federal agencies, chaired by the EPA Administrator, oversees. In 2010, the Task Force issued an Action Plan for fiscal years 2010 to 2014 to develop a comprehensive approach to restoring the health of the Great Lakes ecosystem. GAO was asked to review the GLRI. This report examines (1) how the GLRI is implemented by the Task Force agencies and other stakeholders, (2) the methods that EPA has in place to assess GLRI progress, (3) the progress identified by the Task Force agencies and nonfederal stakeholders, and (4) the views of nonfederal stakeholders on factors, if any, that may affect or limit GLRI progress. GAO analyzed the Action Plan, surveyed 205 non-federal recipients of GLRI funding, and interviewed Task Force agency officials and nonfederal stakeholders. "

Book The Great Lakes Water Wars

Download or read book The Great Lakes Water Wars written by Peter Annin and published by Island Press. This book was released on 2009-08-25 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Great Lakes are the largest collection of fresh surface water on earth, and more than 40 million Americans and Canadians live in their basin. Will we divert water from the Great Lakes, causing them to end up like Central Asia's Aral Sea, which has lost 90 percent of its surface area and 75 percent of its volume since 1960? Or will we come to see that unregulated water withdrawals are ultimately catastrophic? Peter Annin writes a fast-paced account of the people and stories behind these upcoming battles. Destined to be the definitive story for the general public as well as policymakers, The Great Lakes Water Wars is a balanced, comprehensive look behind the scenes at the conflicts and compromises that are the past-and future-of this unique resource.
