Extending Kal Holsti's early work on the usefulness of the concept of role, Role Quests in the Post-Cold War Era examines the nature, evolution, and origins of role conceptions, key aspects largely ignored in a literature obsessed with the quest for immediate relevance. For each country contributors present the major foreign policy debate that took place at the end of the Cold War and examine, through an analysis of major speeches, the relative weight of identity and international status in the definition of the national role. Uncovering the different roles that states claim for themselves allows reflection on the possibility of international cooperation in the maintenance of international order. Book excerpt: The treaty of Rapallo, concluded in 1922 between Germany and the Soviet Union, the two vanquished powers of the Great War, ranks high among the diplomatic coups de surprise of the twentieth century. Its real importance, however, lies in the repercussions of the alliance on the subsequent policies of the two victorious powers, Britain and France. This study examines the impact of Rapallo on British foreign policy between 1922 and 1934, when the German-Soviet relationship had virtually ended. The "ghost of Rapallo" is the central theme of this story, as ever since the treaty's conclusion Rapallo has been a byword for Soviet-German secret and potentially dangerous collaboration. This book describes how the British viewed the Rapallo co-operation, how they dealt with this special relationship, and how the lingering memory of Rapallo affected British policy for decades to come. In laying the foundations of peaceful co-existence, priority was given to the cultivation of relations with Britain. This study examines the British government's various responses to the Soviet overtures. The scope of the work ranges from Labour's de jure recognition of the Soviet Union at the beginning of 1924 to the Conservatives' severance of relations in May 1927. The bulk of the study is set against the background of rapidly deteriorating relations and traces the unsparing measures employed by the Russians to forestall an open breach. Equal attention is paid to the Soviet government's straightforward diplomatic moves and to activities under the auspices of Comintern and the Soviet trade unions which rallied support without regard to frontiers or international protocol. The main aim was to strengthen the security and economic recovery of the Soviet Union, but revolutionary aspirations remain on the agenda.

My main objective has beeen to investigate the actual operation of the Polish govern ment and the overall policies of the British government vis-a-vis the Soviet Union insofar as they had a direct bearing on Anglo-Polish relations. Since the outstanding conflicts over territorial claims, and, ultimately, sovereignty, were between Poland and the Soviet Union, considerable attention has been devoted to the relationship between the Polish and Soviet governments during a most trying and difficult period of inter-Allied diplomacy. This work covers the period of operation of the Polish government on British soil until the resignation of Prime Minister Stanislaw Mikolajczyk in November 1944. Although Great Britain did not withdraw diplomatic recognition from the Polish government until July 1945, the Arciszewski government, formed after Mikolajczyk's resignation, was generally ignored by Great Britain. As with all subsequent governments, including that which exists today, Arciszewski's government functioned primarily as the voice of Poland in the West - a government of protest.
