Book excerpt: This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

Voices of the Poor marks the first time such an exercise has been undertaken in so many developing countries and transition economies around the world. It provides a unique and detailed picture of the life of the poor and explains the constraints poor people face to escape from poverty in a way that more traditional survey techniques do not capture well. Each of the three volumes demonstrates the importance of voice and power in poor people's definition of poverty. Voices of the Poor concludes that we need to expand our conventional views of poverty which focus on income expenditure, education, and health to include measures of voice and empowerment.

Many emerging nations, particularly those least developed, lack basic critical infrastructural services—affordable energy, clean drinking water, dependable sanitation, and effective public transportation, along with reliable food systems. Many of these countries cannot afford the complex and resource-intensive systems based on Western, single-sector, industrialized models. In this book, Hillary Brown and Byron Stigge propose an alternate model for planning and designing infrastructural services in the emerging market context. This new model is holistic and integrated, resilient and sustainable, economical and equitable, creating an infrastructural ecology that is more analogous to the functioning of natural ecosystems. Brown and Stigge identify five strategic infrastructure objectives and illustrate each with examples of successful projects from across the developing world. Each chapter also highlights exemplary preindustrial systems, demonstrating the long history of resilient, sustainable infrastructure. The case studies describe the use of single solutions to solve multiple problems, creating hybridized and reciprocal systems; “soft path” models for water management, including water reuse and nutrient recovery; post carbon infrastructures for power, heat, and transportation such as rural microhydro and solar-powered rickshaws; climate adaptation systems, including a multi-purpose tunnel and a “floating city”; and the need for community-based, equitable, and culturally appropriate projects.

At the same time, Bank activities reflected several new themes: the need to protect the poor from shocks, the role of institutions in implementing policies and providing services, and the importance of participation, partnerships and social capital. The amounts lent under the Program of Targeted Interventions (PTI) has grown from 29 percent of total investment lending in fiscal year 1997 to 40 percent in fiscal 1998, reflecting increased PTI lending in education, social protection, the environment, and to countries in South Asia. The amounts lent for poverty-focused adjustment operations also increased from 52 to 64 percent of total adjustment lending, reflecting efforts to protect the poor hit by the recent crisis in East Asia.The report concludes that the East Asian crisis, as well as other events of the last decade-persistent conflict in some of the poorest African countries, the continuing pain of transition in former socialist economies, and the experience with policy implementation across the world-call for a re-examination of the Bank's poverty reduction strategy, building on the strategy presented in World Development Report 1990 but incorporating new elements as well. This work has begun in preparation for the World Development Report on Poverty which will be published in September 2000.
