In Piety and Public Funding historian Axel R. Schäfer offers a compelling answer to this question by chronicling how, in the first half century since World War II, conservative evangelical groups became increasingly adept at accommodating their hostility to the state with federal support. Though holding to the ideals of church-state separation, evangelicals gradually took advantage of expanded public funding opportunities for religious foreign aid, health care, education, and social welfare. This was especially the case during the Cold War, when groups such as the National Association of Evangelicals were at the forefront of battling communism at home and abroad. It was evident, too, in the Sunbelt, where the military-industrial complex grew exponentially after World War II and where the postwar right would achieve its earliest success. Contrary to evangelicals' own claims, liberal public policies were a boon for, not a threat to, their own institutions and values. The welfare state, forged during the New Deal and renewed by the Great Society, hastened—not hindered—the ascendancy of a conservative political movement that would, in turn, use its resurgence as leverage against the very system that helped create it. By showing that the liberal state's dependence on private and nonprofit social services made it vulnerable to assaults from the right, Piety and Public Funding brings a much needed historical perspective to a hotly debated contemporary issue: the efforts of both Republican and Democratic administrations to channel federal money to "faith-based" organizations. It suggests a major reevaluation of the religious right, which grew to dominate evangelicalism by exploiting institutional ties to the state while simultaneously brandishing a message of free enterprise and moral awakening.

The first case study focuses on child welfare cases and reveals how the boundaries between race and theological notions of religion as belief and practice are blurred. Non-Christians are also often perceived as uncivilized but also, at times, racial otherness can be erased and assimilated. The second examines religion in education and the increasing focus on 'common values'. It demonstrates how non-Christian faith schools are deemed as in need of regulation, while Christian schools are the benchmark of good citizenship. In addition, values discourse and citizenship education provide a means to 'de-racialise' non-Christian children in the ongoing construction of the nation. Central to this analysis is a focus on religion as a socio-political, contingent, fluid and invented concept.

As the century approached its end, however, a variety of global phenomena remained dramatically unexplained by these theories. Among the leading contenders for explanatory power to emerge at this time were rational choice theories of religious behavior. Researchers who have spent time in the field observing religious groups and interviewing practitioners, however, have questioned the sufficiency of these market models. Studies abound that describe thriving religious phenomena that fit neither the old secularization paradigm nor the equations predicting vitality only among organizational entrepreneurs with strict orthodoxies. In this collection of previously unpublished essays, scholars who have been immersed in field research in a wide variety of settings draw on those observations from the field to begin to develop more helpful ways to study religion in modern lives. Quality-Adjusted Life Years (QALYs) is one of the primary methods of guiding many medical decision-makers in the allocation of limited medical resources. Herein lies the problem of medicine and economics. It seems that deciding who will receive limited medical resources is a task filled with moral and ethical difficulties, even for those depending on the information obtained from QALY calculations. These moral and ethical difficulties are beyond the scope of sound bites that tout the benefits of universal health care, affordable insurance, or the safety of the free-market economy. The breadth of the difficulty is found in the widespread disagreement concerning how the health-care system should be distributed or fixed, since most will agree that there is a problem with distributing medical resources. It seemed obvious that some difficult decisions will need to be made that few are both willing and able to make. This difficulty is particularly true in decisions about health-care allocation, and that is where QALYs have been found useful and problematic. Limiting medical care for the elderly based upon their age did not occur until the mid-twentieth century possibly because the elderly held a unique position of respect in the Western community. It is no longer the case that the elderly are given a unique position of respect and dignity. Rather, it seems that with the increased use of QALY calculations, the elderly are in danger of receiving less medical care than they are warranted. It is imperative that Christians respond to the ethical implications of significant models of resource allocation that currently assist decision-makers in the allocation process, such as QALYs.
