Book excerpt: How an Hispano community maintained its identity over four centuries Located in Albuquerque’s south valley, Atrisco is a vibrant community that predates the city, harking back to a land grant awarded in 1692. Joseph P. Sánchez explores the evolution of this parcel over the four centuries since the first Spanish settlers arrived. He tracks its transformation from an individual to a community grant, peeling away the layers of historical events that have made Atrisco the last piece of undeveloped real estate in a growing metropolitan area. Sánchez examines the creation of Atrisco as a frontier community during the Spanish and Mexican periods and shows how it maintained its identity and land ownership into the American era. He describes the historical processes of colonization, land tenures and transfers, and social and economic activity. He also assesses the transfer of the land grant to a private corporation and its subsequent fate, and considers Atrisco’s role in the future of Albuquerque. Today more than 30,000 New Mexicans are descended from the early settlers of Atrisco; and because few places in the United States have retained their Spanish and Mexican influences as have the New Mexican land grants, the history of Atrisco offers a unique perspective. Book excerpt: The Higher Education Act of 1965 (HEA; P.L. 89-329) authorizes numerous federal aid programs that provide support to both individuals pursuing a postsecondary education and institutions of higher education (IHEs). Title IV of the HEA authorizes the federal government's major student aid programs, which are the primary source of direct federal support to students pursuing postsecondary education. Titles II, III, and V of the HEA provide institutional aid and support. Additionally, the HEA authorizes services and support for less-advantaged students (select Title IV programs), students pursing international education (Title VI), and students pursuing and institutions offering certain graduate and professional degrees (Title VII). Finally, the most recently added title (Title VIII) authorizes several other programs that support higher education. The HEA was last comprehensively reauthorized in 2008 by the Higher Education Opportunity Act of 2008 (HEOA; P.L. 110-315), which authorized most HEA programs through FY2014. Following the enactment of the HEAO, the HEA has been amended by numerous other laws, most notably the SAFRA Act, part of the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152), which terminated the authority to make federal student loans through the Federal Family Education Loan (FFEL) program. Authorization of appropriations for many HEA programs expired at the end of FY2014 but has been extended through FY2015 under the General Education Provisions Act. This report provides a brief overview of the major provisions of the HEA.

But has he received too much credit at the expense of other men? Have others who fought the war with him suffered unfairly at his hands? General Grant and the Verdict of History: Memoir, Memory, and the Civil War explores these issues. Professor Frank P. Varney examines Grants relationship with three noted Civil War generals: the brash and uncompromising Fighting Joe Hooker; George H. Thomas, the stellar commander who earned the sobriquet Rock of Chickamauga; and Gouverneur Kemble Warren, who served honorably and well in every major action of the Army of the Potomac before being relieved less than two weeks before Appomattox, and only after he had played a prominent part in the major Union victory at Five Forks. In his earlier book General Grant and the Rewriting of History, Dr. Varney studied the tempestuous relationship between Grant and Union General William S. Rosecrans. During the war, Rosecrans was considered by many of his contemporaries to be on par with Grant himself; today, he is largely forgotten. Rosecranss star dimmed, argues Varney, because Grant orchestrated the effort. Unbeknownst to most students of the war, Grant used his official reports, interviews with the press, and his memoirs to influence how future generations would remember the war and his part in it. Aided greatly by his two terms as president, by the clarity and eloquence of his memoirs, and in particular by the dramatic backdrop against which those memoirs were written, our historical memory has been influenced to a degree greater than many realize. It is beyond time to return to the original sourcesthe letters, journals, reports, and memoirs of other witnesses and the transcripts of courts-martial to examine Grants story from a fresh perspective. The results are enlightening and more than a little disturbing.
