Book excerpt: The values of the performance movement, which seeks to establish clear benchmarks for evaluating government officials, business executives, and other professionals, have permeated our society. Who could be against setting standards for accountability, especially of government employees and programs? Yet many of these guidelines have had unintended consequences, creating new problems of their own. Radin takes on many of the assumptions of the performance movement, arguing that too often a simplistic, one-size-fits-all mentality fails to take into account many factors that need to be considered to develop truly effective tools. Drawing on a wide range of ideas, including theories of intelligence and modes of thought, assumptions about numbers and information, and the nature of professionalism, Radin sheds light on the hidden complexities of creating standards to evalute performance. She details a number of concerns about government standards in particular, from accounting for issues of equity to allowing for complicated intergovernmental relationships and fragmentation of powers. She explores in detail how recent efforts in the U.S. government--the Government Performance and Results Act (GPRA) of 1993 and the Program Assessment Rating Tool (PART) instituted by the current Bush administration--have fared in their intented goals in a system fraught with multiple functions and political realities. Looking outside the United States, she analyzes some successful efforts by nongovernmental organizations to impose standards of integrity and equity on their governments. Radin concludes with alternative assumptions and lessons for those embarking on performance measurement activities.

Reporting progress on these and other goals may include grant performance information. GAO was asked to review grant performance reporting. This report examines (1) the extent to which OMB provides guidance to agencies on collecting, validating, and reporting performance data that demonstrate progress toward agency-wide and federal goals; and (2) how the selected agencies collect and validate data on the performance of selected grant programs and use those data to report progress toward agency-wide performance goals. For this review, GAO selected two grant programs each at Justice and FEMA. However, there are no government-wide training standards or requirements for the federal grant workforce. COFAR has reported it plans to develop such standards. GAO was asked to describe how the grant workforce is trained and what challenges and good practices exist. This report (1) describes the federal grant workforce at selected agencies and analyzes the challenge of identifying the workforce government-wide and (2) examines selected good practices agencies use and challenges, if any, in grants training and the potential implications for developing government-wide grants training standards. GAO obtained government-wide information on grants training through a questionnaire to chief learning officers at 22 federal agencies. For in-depth illustrative examples of grants training practices and challenges, GAO selected four agencies-Education, HHS, State, and DOT-based on factors such as total grant obligations and the number and type of grant programs administered. GAO also reviewed documentation and interviewed officials at OMB and OPM. "

Despite the fact that they share the same objective - to nurture young children and secure their future success - the various practitioners who contribute to the care and the education of children from birth through age 8 are not acknowledged as a workforce unified by the common knowledge and competencies needed to do their jobs well. Transforming the Workforce for Children Birth Through Age 8 explores the science of child development, particularly looking at implications for the professionals who work with children. This report examines the current capacities and practices of the workforce, the settings in which they work, the policies and infrastructure that set qualifications and provide professional learning, and the government agencies and other funders who support and oversee these systems. This book then makes recommendations to improve the quality of professional practice and the practice environment for care and education professionals. These detailed recommendations create a blueprint for action that builds on a unifying foundation of child development and early learning, shared knowledge and competencies for care and education professionals, and principles for effective professional learning. Young children thrive and learn best when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and are responsive to their individual progress. Transforming the Workforce for Children Birth Through Age 8 offers guidance on system changes to improve the quality of professional practice, specific actions to improve professional learning systems and workforce development, and research to continue to build the knowledge base in ways that will directly advance and inform future actions.
