It presents the JFPR's background and rationale, implementation progress, and achievements. The JFPR was established in May 2000 and provides direct grant assistance to the poorest and most vulnerable groups in developing member countries (DMCs) of the Asian Development Bank (ADB) while fostering long-term social and economic development. The grants target poverty reduction initiatives with the direct participation of nongovernment organizations, community groups, and civil society. In 2009, the Government of Japan and ADB expanded the scope of JFPR to include provision of support to DMCs through capacity development, policy and advisory, research and development, and project preparatory technical assistance.

The last decade has seen increased recognition of the rights of persons with disabilities (PWDs) in Mongolia and the rest of the world. Yet, there is a call to put these rights into practice. This report presents data and information about the current living conditions and challenges faced by persons with disabilities in Mongolia. It summarizes the latest findings from a five-year project of the Asian Development Bank and the Government of Mongolia aiming to address the need for community-based services and support for PWDs. Key policy implications are identified for the project, which builds on the Law on the Rights of Persons with Disabilities and covers the period 2018-2022.

Book excerpt: The 1997 Asian financial crisis hit the region and became a defining moment for Asia and the Asian Development Bank (ADB). As ADB participated in coordinated crisis responses, Asian policy makers used this opportunity to reassess their economic policies in a fundamental way. This volume presents how ADB met the challenges during the fourth decade of designing strategies to respond to rapid changes in the region following the Asian financial crisis, and responding to the changes in international development thinking. Several important policies and strategies were approved, including ADB's Poverty Reduction Strategy as well as ADB's first Long-Term Strategic Framework to 2015. ADB embarked on two major reorganizations (in 2002 and 2006) and committed to an internal reform agenda to be a more responsive, relevant, and results-oriented organization. ADB also took a proactive role in postconflict reconstruction in Afghanistan, Sri Lanka, Tajikistan, and Timor-Leste. ADB also needed to respond to a series of external shocks such as the severe acute respiratory syndrome epidemic in 2003, the Asian tsunami in 2004, and the Pakistan earthquake in 2005.

Book excerpt: In terms of China’s current situation, the prevention and control of land degradation and the development of innovative sustainable land management activities lie within the purview of public works. Further, public-private partnerships (PPPs) hold considerable potential for application in this field. Inner Mongolia is one of the Chinese provinces hardest hit by land degradation. Fortunately, after years of dedicated efforts, meaningful achievements have been made: the increasing participation of the people as a whole, combined with growing investments in land degradation prevention and ecological construction on the part of private enterprises, has to some extent compensated for the lack of government involvement. Further, Inner Mongolia has been a pioneer in the use of PPPs for the prevention and control of land degradation, which has yielded numerous ecological, social and economic benefits. To better promote the development of ecological construction and expand the participation in land degradation control, this book systematically studies the use of PPPs in the Inner Mongolia autonomous region, drawing on field investigations and case analyses to do so. Its main goal is to explore a public-private partnership model that can effectively expand the scale of investment in land degradation prevention and sustainable land management.

In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.
