British Grand Strategy in the Age of American Hegemony challenges these claims. William D. James contends that grand strategy is an unavoidable part of governing. Grand strategy is the highest level of national security decision-making, encompassing judgements over a state's overarching objectives and interests, as well as its security environment and resource base. Getting these decisions 'right' is vital in moments of geopolitical flux. Employing several historical case studies between 1940-2003 and marshalling a host of primary sources, James argues that British politicians and officials have thought in grand strategic terms under American hegemony - even if they do not realise or admit to this. He also demonstrates that the role of allies in shaping British grand strategy has been overstated. Finally, James highlights the conditions under which domestic political actors can influence grand strategic decision-making. Their assault developed into a full-blown advance towards Singapore, the main defensive position of the British Empire in the Far East. The defending British, Indian, Australian and Malayan forces were outmanoeuvred on the ground, overwhelmed in the air and scattered on the sea. By the end of January 1942, British Empire forces were driven back onto the island of Singapore Itself, cut off from further outside help. When the Japanese stormed the island with an an-out assault, the defenders were quickly pushed back into a corner from which there was no escape. Singapore’s defenders finally capitulated on 15 February, to prevent the wholesale pillage of the city itself. Their rapid and total defeat was nothing less than military humiliation and political disaster. This work assesses the role of air power in changing the face of battle on land and sea. Utilizing late-1990s research, the author demonstrates that the phenomenon of air power was both a cause and a crucial accelerating factor contributing to the theory and practice of total war. For instance, the expansion of warfare to the homefront was a direct result of bombing and indirectly due to the extent of national economic mobilization required to support first rate air power status. In addition, the move away from the principle of total war with the onset of the Cold War and the replacement of air power by ICBMs is thoroughly examined.
