Book excerpt: In February 1952, the Air Force announced its plans to build Grand Forks Air Force Base to support Strategic Air Command bombers and tankers as well as Air Defense Command fighter-interceptors. On February 8, 1957, Air Defense Command activated the 486th Fighter Group on Grand Forks Air Force Base. In December 1957, the Air Force activated the Grand Forks Air Defense System of the North American Air Defense Command. This sector became operational with the Semi-Automatic Ground Environment system to cover the air space of North Dakota, South Dakota, and Minnesota and one Canadian province (Manitoba). The first Boeing B-52H Stratofortress arrived on April 29, 1962. In 1983, the B-52Hs were replaced with B-52Gs, and on December 4, 1986, B-52Gs departed the base, replaced by B-1B Lancers in 1987. The 321st Strategic Missile Wing became operational to administrate, man, and operate the Minuteman II intercontinental ballistic missiles (ICBMs) in December 1966. The Air Force made the formal announcement that it would remove 150 Minuteman III ICBMs with the inactivation of the 321st on July 2, 1998. After that, the Detachment 1, 9th Reconnaissance Wing arrived with the Global Hawk.

The AFB is located approximately 15 miles west of the City of Grand Forks in Grand Forks County, North Dakota. A number of subinstallations associated with the base were also reviewed. These include the Finley Air Station, Cavalier Radar Site, Defense Fuel Point in Grand Forks and the missile launch and control facilities located throughout the countryside within a 75-mile radius of the base. Petroleum storage, waste disposal and spills account for the most frequent and severe problems. Follow-on recommendations included site cleanup and closure, confirmation studies in the vicinity of past spill sites, and enhanced protection of local surface waters.

The purpose of the proposed action is to demolish 608 square feet of excess facility space in building 934, known as the booster station, by CES contract in FY 2006. Work includes removal of all plumbing, pumps and equipment, removal of the water lines from the water main into the building, replacement of the 14" tees on the water main with a straight piece of pipe, maintain the existing check valve and control valve on the water main with an accessible manhole; mercury, asbestos and lead-based paint abatement and removal; building demolition, excavation, slab removal, backfill, grading, removal of debris, and site restoration. The Grand Forks AFB Facilities Board agenda includes the demolition of 934, and demolition of 934 is proposed as a CES project. Project number JFSD200192 has been assigned. A new booster station was installed at the Grand Forks airport in 1999. The old booster station in Grand Forks, building 935, was demolished in 2000. The airport booster station does not need building 934 to function. Building 934 will not work without the airport booster station since building 935 was demolished. The city has installed a new clear well pumping station that has the ability to pump water to the base if the airport booster station fails. Building 934 presents a potential security risk because of the access to the base water supply at that point.
