Book excerpt: A cultural imaginary is a structuring space through which collective understandings of cultural and society phenomena are formed, reproduced, and accepted as the norm. Reading the Walls of Bogotá uses graffiti and street art to explore the urban imaginaries of violence in Bogotá, Colombia. These artistic forms are produced and received in different ways in different areas of the city and offer an insight into citizens’ everyday experiences and perceptions of violence from the political, to the personal, to that of structural inequality. Through graffiti, in which critiques of memory, space, politics, and aesthetics are embedded, artists and their viewers form vernacular theories through which they interpret the world and the spaces they inhabit. By focusing on creative expression, Alba Griffin shows how Bogotá’s residents respond to imaginaries of violence, how they critique the norms, how they appropriate space to challenge or negotiate violence, and how they push back against inequality.

From 2011 to 2015, Gustavo Petro, the major of Bogotá, implemented Decreto 75, a decree that broke with the usual repressive approach towards street art and instead encouraged the production of “responsible and artistic graffiti”. By critically assessing the scope and breadth of this innovative legal framework, this thesis shows the inherent contradictions stemming from any attempt to regulate a transgression. This analysis is based on a review of official documents published by the Secretaría de Cultura, Recreación y Deporte (Bogotá’s Ministry of Culture, Recreation and Sport) and the Instituto Distrital de las Artes (Bogotá’s Art Institute), as well as an interview with a city official who was instrumental in drafting Decreto 75. The study also draws on ethnographic methods and 20 semi-structured interviews with graffiti writers, street artists, and muralists to document their lived experience and critically assess how they responded to this new legal framework. In doing so, this thesis shows how even flexible regulations will be transgressed. This study contributes to research on the politics of urban art and provides important insights for urban planners who seek to understand the important role of street art in the social production of public spaces.

This street art renaissance started with two main street artists, @YesGraff and @Chota_13, who used the walls of Comuna 13 as their canvas to raise awareness and display the community's difficult past, bringing hope to its people and a recent steady stream of visitors. This collection of Comuna 13's murals highlights the community's most popular artistry. Within every art piece, there is the artist's interpretation or the view in which the artist intend for the viewers to interpret. With the help of the talented, Elizabeth Ray, each mural is paired with a poetic exposition.
