Book Governors on Governing

Download or read book Governors on Governing written by Robert D. Behn and published by University Press of America. This book was released on 1991 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: Offers introspective essays reflecting distinctive leadership and management styles by fifteen of the nation's governors, clustered under three major themes. The first theme, gubernatorial challenges (constraints and opportunities), provides an institutional framework from which the modern governorship derives its authority, constraints, and opportunities for leadership. Secondly, gubernatorial roles (leadership and management) offers an introspective and personal view of the governorship by the practitioners themselves. Finally, the section on governors in action (case studies, ranging from Three Mile Island to educational reform) offers a glimpse of governing techniques and practices applied to real life situations and crises in state government. The essayists, all presenting their views while still in office include Governors Lamar Alexander, Tennessee; John Ashcroft, Missouri; Victor Atiyeh, Oregon; Terry Branstad, Iowa; John Carlin, Kansas; Richard Celeste, Ohio; Booth Gardner, Washington; Bob Graham, Florida; Madeleine Kunin, Vermont; Richard Lamm, Colorado; Scott Matheson, Utah; Richard Riley, South Carolina; Charles Robb, Virginia; John Sununu, New Hampshire; and Dick Thornburgh, Pennsylvania. The essays are a compendium of presentation made by the governors while participating as Gubernatorial Fellows at Duke University from 1984 to 1988. Co-published with the National Governors' Association.

Book Being Governor

Download or read book Being Governor written by Thad L. Beyle and published by Durham, N.C. : Duke University Press. This book was released on 1983 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the changing role of the governor in our federal system, giving particular attention to recent developments. The expansion of gubernatorial responsibilities into managerial, executive, and intergovernmental positions has taken place at the same time that the governor's role as leader of his political party has declined. In discussing the contemporary role of governors, the editors provide a view of how the office functions on a day-to-day basis. The editors base their data on personal experience; interviews with governors, former governors, and staff; on -site visits; and responses to a series of nineteen surveys of governors and their staff conducted between 1976 and 1981. The research was undertaken by the Center for Policy Research of the National Governors' Association.

Book Prison Governors

Download or read book Prison Governors written by Shane Bryans and published by Willan. This book was released on 2013-08-21 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first systematic study of prison governors, a hidden and powerful, but much neglected, group of criminal justice practitioners. Its focus is on how they carry out their task, how that has changed over time and how their role has evolved. The author, himself a former prison governor, explains how prison governors have changed under external pressures, and examines a number of the factors that have been influential in changing their working environment in particular the changing status of prisoners and the development of the concept of prisoners rights, the increasing scrutiny of the press and politicians, competitive elements introduced by privatization of the penal institutions, and the introduction of risk management approaches. Based on extensive research, including interviews with 42 prison governors, this book also explores a number of important biographical factors. The author describes the demographic characteristics of the sample of governors interviewed, including their social origins, educational and occupational backgrounds, their reasons and motivation for joining the prison service, their career paths, and also explores their values and beliefs. In the light of the findings of this study the author also makes a number of important suggestions for changes that should be made to policy and practice, and explores the implications for how our prisons should be governed in the future.

Book The Power of American Governors

Download or read book The Power of American Governors written by Thad Kousser and published by Cambridge University Press. This book was released on 2012-09-17 with total page 301 pages. Available in PDF, EPUB and Kindle. Book excerpt: With limited authority over state lawmaking, but ultimate responsibility for the performance of government, how effective are governors in moving their programs through the legislature? This book advances a new theory about what makes chief executives most successful and explores this theory through original data. Thad Kousser and Justin H. Phillips argue that negotiations over the budget, on the one hand, and policy bills on the other are driven by fundamentally different dynamics. They capture these dynamics in models informed by interviews with gubernatorial advisors, cabinet members, press secretaries and governors themselves. Through a series of novel empirical analyses and rich case studies, the authors demonstrate that governors can be powerful actors in the lawmaking process, but that what they're bargaining over – the budget or policy – shapes both how they play the game and how often they can win it.
