By turning to governors and agenda setting, the stage of the policymaking processes where the opportunities for success in terms of legislative output are defined, perhaps the real impact of divided government may be observed. This book compares the agenda setting strategies of four governors, two in states with divided government and two in states with unified government. The analysis is based on legislative records, the governors' state of the state addresses, and in-depth interviews conducted with the governors, their staff members, state legislators, and journalists. Although divided government does not produce gridlock or stalemate at the state level, it is not without impact on governing. Divided government helps to explain a governor's choice of strategy in agenda setting, influencing whether he will work primarily within the system or go public. However, a combination of other factors also affect the agenda setting process. The four case studies provide examples of how agenda setting strategies are explained best by the interplay between personal characteristics of a governor, including his experience and personality, and political factors, including electoral outcomes, the governor's popular support, and his relationship with the legislature, in addition to divided or unified party control.

This is done by examining the lobbying efforts of the governors through their national organization, the National Governors Association (NGA). The NGA has been a prominent representative of state interests for a number of decades, and the increasingly complex relationships between the states and the federal government--and the governors' role as manager of those relationships--have ensured that the governors and the NGA remain at the center of many critical national policy debates. Furthermore, the NGA serves as the primary organizing body of the governors, and the organization allows the state executives to effectively exert their influence over important policy decisions at the federal level. For these reasons, the NGA is a most appropriate organization for the study of governors as they work to influence federal policy.Taking a mixed method approach, this study highlights the factors that affect the ability of governors to shape national policy decisions and examines the results in the context of contemporary literature on the governorship, intergovernmental relations, and federalism. Book excerpt: The Governor's Dilemma develops a general theory of indirect governance based on the tradeoff between governor control and intermediary competence; the empirical chapters apply that theory to a diverse range of cases encompassing both international relations and comparative politics. The theoretical framework paper starts from the observation that virtually all governance is indirect, carried out through intermediaries. But governors in indirect governance relationships face a dilemma: competent intermediaries gain power from the competencies they contribute, making them difficult to control, while efforts to control intermediary behavor limit important intermediary competencies, including expertise, credibility, and legitimacy. Thus, governors can obtain either high intermediary competence or strong control, but not both. This competence-control tradeoff is a common condition of indirect governance, whether governors are domestic or international, public or private, democratic or authoritarian; and whether governance addresses economic, security, or social issues. The empirical chapters analyze the operation and implications of the governor's dilemma in cases involving the governance of violence (e.g., secret police, support for foreign rebel groups, private security companies), the governance of markets (e.g., the Euro crisis, capital markets, EU regulation, the G20), and cross-cutting governance issues (colonial empires, "Trump's Dilemma"). Competence-control theory helps explain many features of governance that other theories cannot: why indirect governance is not limited to principal-agent delegation, but takes multiple forms; why governors create seemingly counter-productive intermediary relationships; and why indirect governance is frequently unstable over time.
