They have probed its philosophical foundations and the structure of its institutions, but their studies reveal little about those who really wielded power in the formative years of the republic. Employing a sophisticated research design, Whitman Ridgway examines the changing leadership patterns in four diverse communities in Maryland from 1790 to 1840. The results indicate clearly the need to study the American democratic process at the local level. Ridgway selected Baltimore City, Frederick, St. Marys, and Talbot counties -- representing the underlying economic and cultural diversity of one political culture, Maryland -- to evaluate who governed, how these patterns differed from one community to another, and how such patterns changed over time. The research design defines the scope of the study. Ridgway uses the decisional method of analysis, determining who actually made decisions, in order to identify the political leaders. His extensive research in manuscript and newspaper collections, tax and census data, and religious and geneological records gathered information on some 1,300 persons. This study of community power illuminates facets of a democratic society which perplexed Alexis de Tocqueville over a century ago. Ridgway demonstrates that, despite the expansion of popular participation in political affairs, the influence of the wealthy continued to be significant. He shows also how leaders without benefit of wealth or social ties to the oligarchies were able to enter community decision making. In a more modern context, this important book adds to the literature in several ways. Its greatest contribution is methological -- no longer can historians talk about power relationships without studying them directly. The work also compares two important periods, the first and second party eras, normally treated in isolation; and through this comparison it reveals much about democracy, egalitarianism, and power. Harrison, a thirty-nine-year-old Baltimore socialite, wrote to the head of the U.S. Army’s Military Intelligence Division (MID) asking for a job. The director asked for clarification. Did she mean a clerical position? No, she told him. She wanted to be a spy. Harrison, a member of a prominent Baltimore family, usually got her way. She had founded a school for sick children and wangled her way onto the staff of the Baltimore Sun. Fluent in four languages and knowledgeable of Europe, she was confident she could gather information for the U.S. government. The MID director agreed to hire her, and Marguerite Harrison became America’s first female foreign intelligence officer. For the next seven years, she traveled to the world’s most dangerous places—Berlin, Moscow, Siberia, and the Middle East—posing as a writer and filmmaker in order to spy for the U.S. Army and U.S. Department of State. With linguistic skills and knack for subterfuge, Harrison infiltrated Communist networks, foiled a German coup, located American prisoners in Russia, and probably helped American oil companies seeking entry into the Middle East. Along the way, she saved the life of King Kong creator Merian C. Cooper, twice survived imprisonment in Russia, and launched a women’s explorer society whose members included Amelia Earhart and Margaret Mead. As incredible as her life was, Harrison has never been the subject of a published book-length biography. Past articles and chapters about her life relied heavily on her autobiography published in 1935, which omitted and distorted key aspects of her espionage career. Elizabeth Atwood draws on newly discovered documents in the U.S. National Archives, as well as Harrison’s prison files in the archives of the Russian Federal Security Bureau in Moscow, Russia. Although Harrison portrayed herself as a writer who temporarily worked as a spy, this book documents that Harrison’s espionage career was much more extensive and important than she revealed. She was one of America’s most trusted agents in Germany, Russia and the Middle East after World War I when the United States sought to become a world power.

Book excerpt: Volume 8 of The Papers of Jefferson Davis brings the Confederate president to the second year of the War Between the States and shows that during 1862 Davis was almost completely overwhelmed by military matters. Indeed, early that year, in an address to the Confederate Congress, he admitted that in trying to defend every part of its far-flung territory, the “Government had attempted more than it had power successfully to achieve.” During 1862, Judah P. Benjamin was replaced as secretary of war by George W. Randolph, who was then succeeded by James A. Seddon. As the year advanced, Davis’ relationships with certain key generals continued to sour. Chief among them were P.G.T. Beauregard, who was finally removed from his last significant command, and Joseph E. Johnston, whose fall from grace precipitated Robert E. Lee’s rise to influence as commander of the Army of Northern Virginia. Lee proved to be as adept in communicating and coordinating plans with the president as Johnston had been inept. At the inconclusive Battle of Shiloh, Davis lost Albert Sidney Johnston, a trusted friend and the general he had most admired. Like Shiloh, many other campaigns of 1862 ended in stalemate and withdrawal, including Henry H. Sibley’s New Mexico campaign, Braxton Bragg’s Kentucky campaign, Earl Van Dorn’s battle at Elkhorn Tavern, and the Confederacy’s greatest gamble—Lee’s Invasion of Maryland. Correspondence with Davis’ brother, Joseph E. Davis, reveals the ever-worsening situation in Mississippi. The Federal occupation of New Orleans, the fall of new Madrid and Island No. 10, and Grants repeated attempts to capture Vicksburg heightened anxiety about the area and persuaded the president to tour the western theater in December. Because the Union’s springtime invasion of Richmond prompted Davis to send his wife and children away, Volume 8 contains an unusually rich collection of letters exchanged during their separation. This correspondence offers a rare glimpse into the minds and hearts of Davis and his wife. Altogether, more than 2,000 documents, many never before published, are included in Volume 8; 133 are printed in full. Culled from fifty-nine repositories, twenty-one private collections, and numerous printed sources, they reveal that despite the many setbacks he suffered in 1862, Davis maintained a deep devotion to duty and an unbending will to win.
