Book excerpt: For decades, civil rights activists fought against employment discrimination and for a greater role for African Americans in municipal decision-making. As their influence in city halls across the country increased, activists took advantage of the Great Society—and the government jobs it created on the local level—to advance their goals. A New Working Class traces efforts by Black public-sector workers and their unions to fight for racial and economic justice in Baltimore. The public sector became a critical job niche for Black workers, especially women, a largely unheralded achievement of the civil rights movement. A vocal contingent of Black public-sector workers pursued the activists' goals from their government posts and sought to increase and improve public services. They also fought for their rights as workers and won union representation. During an era often associated with deindustrialization and union decline, Black government workers and their unions were just getting started. During the 1970s and 1980s, presidents from both political parties pursued policies that imperiled these gains. Fighting funding reductions, public-sector workers and their unions defended the principle that the government has a responsibility to provide for the well-being of its residents. Federal officials justified their austerity policies, the weakening of the welfare state and strengthening of the carceral state, by criminalizing Black urban residents—including government workers and their unions. Meanwhile, workers and their unions also faced off against predominately white local officials, who responded to austerity pressures by cutting government jobs and services while simultaneously offering tax incentives to businesses and investing in low-wage, service-sector jobs. The combination of federal and local policies increased insecurity in hyper-segregated and increasingly over-policed low-income Black neighborhoods, leaving residents, particularly women, to provide themselves or do without services that public-sector workers had fought to provide.

How do high-ranking career bureaucrats try to ensure administrative continuity? The answers are sought in this analysis of the relations between appointees and bureaucrats that uses the participants' own words to describe the imperatives they face and the strategies they adopt. Shifting attention away form the well-publicized actions of the President, High Heclo reveals the little-known everyday problems of executive leadership faced by hundreds of appointees throughout the executive branch. But he also makes clear why bureaucrats must deal cautiously with political appointees and with a civil service system that offers few protections for broad-based careers of professional public service. The author contends that even as political leadership has become increasingly bureaucratized, the bureaucracy has become more politicized. Political executives—usually ill-prepared to deal effectively with the bureaucracy—often fail to recognize that the real power of the bureaucracy is not its capacity for disobedience or sabotage but its power to withhold services. Statecraft for political executives consists of getting the changes they want without losing the bureaucratic services they need. Heclo argues further that political executives, government careerists, and the public as well are poorly served by present arrangements for top-level government personnel. In his view, the deficiencies in executive politics will grow worse in the future. Thus he proposes changes that would institute more competent management of presidential appointments, reorganize the administration of the civil service personnel system, and create a new Federal Service of public managers.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. - The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. - Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service. - Direct measures to reduce corruption-- such as anticorruption laws and commissions-- rarely succeeded.
