Book excerpt: Explores various aspects of chiefly authority in South Sudan from its historical origins and evolution under colonial, postcolonial and military rule, to its current roles and value in the newly independent country. South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history ofchiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that thesegovernment centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is Senior Lecturer in African History at Durham University, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa Published in association with the British Institute in Eastern Africa.

Ethiopia and Sudan have a long historical relationship dating back to ancient times. Ethiopia's border with Sudan is the longest of its kind, and the two countries have a strong people-to-people relationship. The colonial border demarcation was carried out by colonial officials to advance their interests while disregarding the needs of the local people, which worsened tensions along the borderland. Various treaties signed during the colonial era defined the majority of the border between Sudan and Ethiopia, but clarity has been lacking. The two country's relations have fluctuated between cordial friendship and antagonistic confrontation. Due to ideological differences between the ruling elites, the relationship was characterized by one party interfering in the internal affairs of the other, and both began assisting rebels in their respective countries: Ethiopia supported the SPLA, and Khartoum also supported Eritrean and Tigrayan rebel movements within Ethiopia. Mutual mistrust, suspicion, and uncertainty have undermined good neighbourly relations for the majority of the time under consideration. The Nile River and its tributaries were exclusively allocated to Egypt and Sudan under a 1959 agreement, which denied any water rights to other riparian states, which is the main point of contention between Ethiopia, Sudan, and Egypt. Both superpowers used replacements as proxies in the Horn of Africa during the Cold War. Sudan became an important American client from 1976 until the Cold War's end, and Ethiopia became the largest recipient of Soviet foreign aid in 1979. After a long period of struggle, Southern Sudan held a referendum from the 9th to the 15th of January 2011 on whether it should remain a part of Sudan or become independent and with a majority of per cent voting in favour of independence. This seminar paper provides insights into the issues raised above, as well as others related to Ethiopia and Sudan's relationship: With Particular Reference to South Sudan between the aforementioned epochs.

The Committee concludes that there is a "high risk" that South Sudan will fail as a state. Its report calls on the EU to prioritise joining together with the United Nations, African Union and United States to resolve the most urgent issues threatening South Sudan's stability in order to avoid this. The Committee urges the EU to focus on four areas if the turning point of South Sudan's independence is not to be a missed opportunity for peace after decades of civil war: (1) The EU and international community must act together to calm violent inflammatory situations and to settle questions still in dispute between the North and South over debt, borders, citizenship and the distribution of oil revenues; (2) The EU must urgently establish the structures it needs to play a constructive role in South Sudan; (3) In the North the EU must find innovative ways to continue its development aid, despite the difficulties caused by the government of Sudan's lack of co-operation with the International Criminal Court; (4) The EU must not squander the respected role it has established for itself in supporting peacebuilding in Sudan - it must strengthen its measures against small arms proliferation and enforce its arms embargo.

Book excerpt: Based on the work of Ahmed Karadawi, Refugee Policy in Sudan discusses Sudanese government policy towards the refugee flows from Ethiopia into the Eastern Region of Sudan in theperiod 1967 to 1984, arguing that there were two underlying assumptions behind successive governments' policies: that refugees were considered a security threat and a socio-economic burden. In response,the policies incorporated the Organization of African Unity norms, which offered a platform to depoliticise the refugees, equally with the international conventions relating to refugees, which assured the externalization of responsibility and access to aid. This prescription, however, ignored the dynamism of the conflict that continued to generate refugees - and, as numbers accumulated in Sudan, the international aid regime did not act as a willing partner of the government. The consequences of a sizeable refugee population revealed a serious conflict of priorities, not only within the Sudanese government of the day, but also between the government and aid donors - thus, the objectives of the government policy were seriously undermined.
