Book excerpt: The focus of this inquiry, by the Science and Technology Committee, was the support by the UK Government for the Beagle 2 project developed as part of the European Space Agency's (ESA) Mars Express mission. The Committee found the Government showed enthusiasm for this project, but was unable to provide a guaranteed financial backing for the development of a lander, resulting in a failure to secure sufficient sponsorship income, which was subsequently seen to have a detrimental impact on the project's success. The Committee feels, that Government needs to put in place a system that can deal with major financial commitments at short notice. In hindsight, the development of the lander and orbiter separately is seen as wrong, impeding the flexible co-ordination of the mission, leading to tensions between the Beagle 2 consortium, ESA and other contractors. Further, there was a lack of co-ordinated oversight between these three groups, and therefore a failure to identify important weaknesses in the mission. Despite the failure of Beagle, the Committee does see some positive potential for future projects, both in scientific and educational benefits, but that the costs of such projects would benefit from greater participation by other organizations.

Book excerpt: This report follows-on from a report by the Comptroller and Auditor General (HC 359 2003-4 ISBN 0102927391) which examined the Partnership of Departments, Agencies and Research Councils that manages the UK space programme. It concludes that the Partnership does not apply risk management techniques consistently across their programmes, and in particular the Beagle 2 project had large risks that were not explicitly addressed in the appraisals of funding applications. It also finds that cost control is compromised by internal information systems and that the Partnership neither summarises the benefits across space programmes nor monitor progress against strategic objectives.

Book excerpt: In England, the Government spends £30 million each year on livestock identification and tracking systems, covering the birth, movement and death of cattle, sheep and pigs, in order to meet domestic and EU requirements to safeguard human and animal health, to assist in the control of farming subsidies and to improve the industry's commercial performance. Following on from a NAO report (HCP 1144, session 2002-03; ISBN 0102923574) published in November 2003, the Committee's report examines the progress made by DEFRA towards implementing livestock identification and tracking. Issues discussed include: weaknesses in the Cattle Tracing System and the Animal Movements Licensing System, efficacy in disease control, electronic notification, and sharing the benefits and costs of tracking systems in EU member states. Conclusions drawn include: the Cattle Tracing System was developed in haste, has suffered from serious technical difficulties, and is more expensive and less efficient that systems used in other EU member states; making markets responsible for reporting animal movements would reduce anomalies and save around £1 million a year; and making greater use of more efficient electronic notification methods could save around £15 million a year.

Book excerpt: Bovine TB is a disease which not only brings suffering to animals but also adversely affects farmers in economic and other terms, and has been, at least until very recently, a growing problem in the UK. The Committee's report examines measures which might form an alternative response to the problem besides the option of culling badgers. It considers developments in the vaccination of cattle and badgers; the gamma interferon test; husbandry; trace elements; and the lessons to be learnt from Ireland. The Committee concludes that a decision about culling badgers must await the outcome of the Randomised Badger Culling Trial, but a number of steps could be taken in the meantime, including testing vaccination in badgers; that farmers could be paid incentives to recruit them to the current gamma interferon field trial; and more resources should be concentrated on research into cattle vaccines. The Committee also recommends that farmers take note of ministerial comments on following best practice in good animal husbandry.

The Committee's report welcomes the Government's initiative of seeking to modernise and improve animal welfare legislation and supports the introduction of the new welfare offence. However, it also highlights a number of issues which need to be addressed before a final Bill is introduced into Parliament and makes 101 recommendations suggesting modifications either to the draft Bill itself or to its underlying policy.

Book excerpt: The Committee believes the Government plans to ban the use of wild animals in travelling circuses from late 2015 in England, should be more clearly and tightly defined. The Committee recommends the draft Bill should have a schedule that contains a proscribed list of animals which can no longer be used in travelling circuses. They believe there should be a ban on big cat species and elephants, but not on say, camels, racoons, zebras or snakes. There should also be powers in the future to amend the list to reflect prevailing social and cultural attitudes. The Committee does not agree that clause 1(2) should be amended as suggested by the RSPCA and others to match provision in the 2012 Regulations. Clause 1 prohibits circus operators from using wild animals in travelling circuses in England for performance or exhibition. This would leave open to travelling circuses to keep wild animals and travel with them without requiring them to perform or be exhibited. The RSPCA suggests the courts should have a power to disqualify offenders from keeping wild animals. The Committee disagrees believing the present fine is an appropriate penalty as the offence does not apply to welfare and disqualification proceedings are already available under other legislation. Any ban would be desirable to apply to the whole of the UK and the Committee urges Defra to reach a co-ordinated position with their counterparts in Scotland, Wales and Northern Ireland before 2015.
