Book excerpt: Following Russia's invasion of Ukraine, a fundamental change has taken place in the security and operating environment of Finland and Europe. This Government report to Parliament assesses changes in the operating and security environment and the effects of the changed security situation on the economy, resilience, security of supply, internal security, cyber security, hybrid influence activities and critical infrastructure. The report complements the Government Report on Finnish Foreign and Security Policy, Government Defence Report, Government Report on Internal Security, and Government Report on EU Policy. Maintaining national room to manoeuvre and freedom of choice remain integral parts of Finland's foreign, security and defence policy. Finland retains the option of joining a military alliance and applying for NATO membership. Finland conducts its human rights-based foreign and security policy consistently and emphasises the importance of the international rules-based order and compliance with international law. The report examines the development of national defence capability, the European Union as a security policy actor and closer bilateral cooperation with Sweden, Norway, other Nordic countries, the United States and the United Kingdom, and multilateral defence cooperation initiatives. Closer cooperation with NATO and the effects of Finland's possible NATO membership are also assessed. In response to the changed security situation, Finland will continue active and proactive diplomacy, strengthen its defence capability and intensify cooperation with key partners. The importance to Finland's security of maintaining resilience in society, national defence and internal security is highlighted.

The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da'esh in Syria and Iraq, and terrorist threats reveal how events in many of the world's flash-points have a direct or indirect impact on the Netherlands. Conflicts in other countries have a spill-over effect in The Netherlands. This is illustrated by tensions between population groups and the clashes over the Gülen schools after the failed putsch in Turkey on 15 July 2016 and over the constitutional referendum in that country. How do we ensure that any additional funds are not divided amongst the branches of the armed forces without any sense of strategic direction? What should a future-proof security policy that plots the course of defence policy entail? What strategic analyses should lie behind the political choices that are made? This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.

However, as experience has accumulated with various forms of research misconduct, detrimental research practices, and other forms of misconduct, as subsequent empirical research has revealed more about the nature of scientific misconduct, and because technological and social changes have altered the environment in which science is conducted, it is clear that the framework established more than two decades ago needs to be updated. Responsible Science served as a valuable benchmark to set the context for this most recent analysis and to help guide the committee's thought process. Fostering Integrity in Research identifies best practices in research and recommends practical options for discouraging and addressing research misconduct and detrimental research practices.

Failure to anticipate and mitigate these changes increases the threat of more failed states with the instabilities and potential for conflict inherent in such failures. This report begins with an overview of the impacts of climate change over recent decades while recognizing uncertainty about the pace of future changes. It examines the political consequences of climate change as it relates to national and international security, with special attention to the African continent due to the vulnerability of African nations with high potential to intersect with United States national interests. Within this context, the study examined the roles of the Department of Defense and the national security community writ large in responding to effects of climate change in both the United States and in key areas of the globe. The deliberations of the task force identified the urgent need for clear roles and policies throughout the US government addressing the consequences of climate change and produced a set of recommendations on how the US government can manage the near-term effects on populations and the longer-term need for adaptation that impacts US and international security interests. The recommendations include specific roles for the Department of Defense in helping both the United States and U.S. Africa Command address these challenges. The recommendations fall into five main areas: The need for developing a robust climate information system. Instituting water security as a core element of DOD strategy. Roles of the national security community, including the intelligence community, the Department of State, and the White House. Guidance and DOD organization to address the full range of international climate change-related issues and their impact on the evolution of DOD's missions. Combatant command roles, responsibilities, and capacities. The report emphasizes that the United States cannot enter into an open-ended commitment to dealing with the need to address the near term consequences of climate change or the longer term need for adapting to the change. The United States can provide needed expertise, leadership, and some level of resources where it is in the national interest to do so. To be effective, Department of Defense actions must be part of a comprehensive multi-department approach and in coordination with international efforts.
