[...] In addition, the FAR was amended in 1994 to designate the purchase card as the "preferred method" for making micro-purchases, and to encourage agencies to use the card for purchases of greater dollar amounts.15 Card use increased sharply as agencies implemented these reforms. [...] According to GSA, the use of purchase cards now saves the government $1.3 billion a year in administrative costs.18 Structure The federal purchase card program is implemented by individual agencies, with the involvement of GSA and OMB. [...] The agency, within the framework of OMB guidance, establishes internal rules and regulations for purchase card use and management, decides which of its employees are to receive purchase cards, and handles billing and payment issues for agency purchase card accounts. [...] It also requires agencies to report the number of AOs it has appointed, the average number of monthly purchase card transactions each AO reviews, the number of reported cases of misuse, and the number of disciplinary actions taken in response to misuse.

This report assesses the extent to which selected (1) agencies analyze purchase card data to identify opportunities to leverage buying power agency-wide and (2) purchase cardholders seek opportunities to achieve cost savings when using purchase cards.GAO analyzed data from the three banks that work with the six selected agencies-selected in part on varying levels of purchase card spend volume-to manage their purchase card programs. GAO evaluated policies, reviewed strategic sourcing efforts related to purchase cards, and interviewed officials. GAO also interviewed officials from the General Services Administration who manage the government's purchase card contracts, and interviewed selected cardholders at the two agencies with the highest purchase card spend.

Book excerpt: For fiscal year 2014, the most recently available data at the time of GAO's review, the federal government spent $8.7 billion in micropurchases using purchase cards. In its last government-wide review of the program in 2008, GAO found that internal control weaknesses in agency purchase card programs left the government vulnerable to fraud, waste, and abuse. GAO was asked to review purchase card micropurchases to determine whether weaknesses still exist. GAO examined (1) what actions GSA and OMB have taken since 2008 to enhance program controls over micropurchases and (2) whether weaknesses exist in the approval process for them and, if so, whether there are indicators of improper or potentially fraudulent purchases. GAO analyzed purchase card policies and guidance issued by OMB and GSA; obtained purchase card data on fiscal year 2014 transactions; tested three elements of the approval process through a generalizable random, stratified sample of 300 transactions from a population of over 17 million across the government; and conducted targeted data mining for improper or potentially fraudulent purchases.

Rapid changes affected almost every aspect of federal procurement law, policy, and practice. As agencies and procurement professionals continue implementation of the various changes imposed upon the procurement system by both the Congress and the President, a cumulative assessment of the reform era remains premature. Many acquisition reform initiatives still lack traction. However, at least one reform, responsible for dramatically altering the Government's purchasing behavior, merits prompt attention and examination. Surprisingly, this reform is unrelated to the Government's largest or most complex purchases of supplies, services, or construction. Rather, this government-wide behavioral sea change derives from a common-sense solution to an age-old problem: simplifying the acquisition process for Government's high volume of small-dollar buying. Throughout the last decade, primarily at the behest of Vice President Gore's Performance Review, the Government embraced a concerted effort to reform small-dollar purchasing by integrating the familiar plastic charge card into the procurement process. While this effort may seem too elementary to be declared revolutionary the government charge card, now better known as the government purchase card, has proven to be one of the most significant and far reaching acquisition reform initiatives of the 1990s. These convenient plastic cards, the ubiquitous tool of consumers around the globe, have revolutionized the way the U.S. Government buys and pays for the vast majority of its purchases. Possibly, because the Government embraced the use of charge cards long after the public at large, the Government's use of this new procurement vehicle has quickly skyrocketed. Observers expect the trend to continue, especially in light of formal Government policy: "The future is in the cards."

Book excerpt: The General Services Administration (GSA) awarded a contract for a Governmentwide Commercial Credit Card Service to Rocky Mountain BankCard System, Inc. (RMBCS). The contract provides, at the request of Federal ordering agencies, Governmentwide commercial purchase cards and associated services for civilian and military Government employees to make purchases for official Government use. The policy of NRaD is to use the Governmentwide Commercial Purchase Card for purchases under $2,500. The Purchase Branch, Code 02221, shall manage the Governmentwide Commercial Purchase Card Service on all operating units to ensure that all transactions comply with these procedures, NAVSUPINST 4200.91 series, and any other applicable internal regulations. Under the Acquisition Reform Act of 1994, a micro-purchase is an acquisition of commercially- available supplies, the aggregate amount of which does not exceed $2,500. Providing the Governmentwide Commercial Purchase Card to agencies simplifies the small purchasing process and improves cash management practices. The Credit Card achieves this in the following ways: * Within existing Federal Acquisition Regulations (FAR), streamlines payment procedures and reduces administrative costs for acquisition of supplies under $2,500. NRaD limitation per transaction is $2,500. * Improves Government cash management practices (e.g., forecasting, consolidating payments, reducing imprest fund, etc.). * Provides procedural checks and feedback to improve management controls and decision making.
