After providing a brief overview of globalization's general effects on countries and companies and the current structure of the global defense industry, the author examines how elements of globalization are shaping the strategies of defense companies. He focuses on those elements of globalization that are of particular importance to the defense industry. They include the globalization of capital (finance), production, trade, technology and labor, and the changes in global governance that structure the forces of globalization. The author concludes by offering 10 recommendations on how U.S. Government, military, and company-level policies can preserve the U.S. defense industrial base during the current era of globalization. The recommendations revolve around three themes: 1) Globalization is blurring the distinction between a domestic and foreign defense company, and policies that aim to keep this artificial distinction are not helping either national security or the defense industrial base; 2) workers are a defense company's most important asset, and policies should be designed to have the best educated and trained workers designing and building U.S. weapons systems; and, 3) the relationship between globalization and technology provides both risks and opportunities, and policies geared toward preserving a perceived U.S. advantage in technology may prove to be detrimental to both national security and economic competitiveness.

Book excerpt: Concerns about the financial solvency of the Defense Industrial Base (DIB) and the stability of supply chains that are key to national security prompted the U.S. government and Department of Defense (DoD) to make policy changes and investments to support the DIB during the coronavirus disease 2019 (COVID-19) pandemic. The health of small businesses was of particular concern because these companies can have limited visibility in supply chains and are often more vulnerable to financial disruptions. In this exploratory analysis of Paycheck Protection Program (PPP) data, the authors summarize investments in DIB businesses that received assistance during the early months of the pandemic (through mid-2020). Descriptive analytics of open source data revealed that the PPP offered financial assistance that reached many small businesses in the manufacturing industry, an important sector for national security supply chains whose production was especially hard hit by the COVID-19 crisis.

Book excerpt: This monograph compares the post-Cold War restructuring of the defense industries in the United States and Europe with the aim of understanding the implications for the transatlantic industrial base. We argue that different processes of industrial restructuring and consolidation present obstacles to transatlantic initiatives, and that government policies and conflicting political visions exacerbate the opportunities for collaboration between the United States and Europe. We assess the extent to which the restructuring of the U.S. and European defense industrial bases has uprooted national champions and, assisted by global competition, provided an industrial foundation for more extensive transatlantic cooperation. We conclude by suggesting factors that will shape further restructuring and consolidation in the short- and medium term and making recommendations for assisting the development of a transatlantic, rather than bipolar, defense industrial base.

The period also witnessed growing interest in industrial policy as a tool for promoting U.S. international competitiveness, defense sectors proving to be particularly attractive candidates for government economic intervention. This study traces the evolution of defense dependence and the U.S. government's response to this dilemma by examining policy ideas and experiments in four defense industries—machine tools, semiconductor manufacturing, ball bearings, and high-definition television technologies—explaining successes and failures, and reviewing prospects for expansion.
