This report reviews the experience of the International Finance Corporation (IFC) in its role as advisor and investor in privatization transactions during the past decade. In pursuit of its mandate to further economic development by encouraging the growth of productive private enterprise in developing countries, the IFC has naturally and increasingly been involved in supporting this movement. The premise of the report is that privatization will always be partly based on political considerations, including expected redistribution of wealth and the resulting winners and losers. It discusses the IFC's experience from two perspectives: as an advisor involved before the sale, which illustrates how the IFC assists in the trade-off between political and economic goals to conclude a deal; and after privatization, which discusses the resulting economic benefits. The IFC asserts that its role in privatization is defined by the evolving frontiers of political commitment. Within those frontiers, it can help expand privatization possibilities by performing advisory assignments, providing necessary investments, and developing capital market institutions. The cart is the enterprise in question. One horse is called Political Goals and is flighty and fickle; the other is called Economics, and is slow and steady. They have to pull the cart along the Road to Privatisation, which is a rough, boulder-strewn track. The cart is full of cases of vintage wine, which is unfortunate because the horses are pulling in different directions. The bottles of wine, which can be enjoyed only when the cart reaches its goals, are labelled 'improved efficiency', 'high sales price', 'effective governance', 'economic investment', and so on. Since the mid-1970s the idea of privatisation has been promoted and the elections of Margaret Thatcher as prime minister of Britain and Ronald Reagan as president of the United States, in 1979 and 1980 respectively, led to a huge privatisation movement in industrial countries. Although some developing countries engaged in privatisation activities during the early 1980s - Chile was a front runner in this movement - most of those countries did not implement privatisation as a tool of macroeconomic liberalisation before the late 1980s. Since then many experiences have been collected and led to different forms of private sector involvement. Privatisation, public-private-partnerships (PPP) and private-sector-participation (PSP) are common used expressions although the differences between them are very unclear. Nevertheless these approaches have become driving forces in international development strategies although the success is highly questionable. There seems to be a lack of knowledge on the benefits and risks of the private sector involvement in developing countries. Especially the effects in the water sector produced opposing results. Book excerpt: "This paper takes stock of recent privatization trends, examines the extent to which government ownership is still prevalent in developing countries, and summarizes emerging issues for state enterprise reform going forward. Between 1990 and 2003, 120 developing countries carried out nearly 8,000 privatization transactions and raised $410 billion in privatization revenues. Privatization activity peaked in 1997 and dropped off in the late 1990s and, while still at overall low levels, is slowly creeping back. While there are a large number of studies assessing the impact of privatization on enterprise performance and overall welfare, there are no systematic data on the extent to which privatization has changed the role of state enterprises in the economy. Anecdotal evidence suggests that the state's role has been substantially reduced in Eastern and Central Europe and in certain countries in Latin America. But available evidence also suggests that, despite a long track record of privatization, government ownership in state enterprises is still widely prevalent in some regions and countries, and in certain sectors in virtually all regions. The paper shows that the costs of not reforming state enterprises are high and that continued efforts need to be made to improve their performance by improving privatization policies and institutions; adopting more of a case-by-case approach for complex sectors and countries; and exposing state enterprises to market discipline through new private entry and exit of unviable firms and improvements in their corporate governance.
