Three years into independence, as part of the governments educational policy, the Education for All Policy was launched as a stepping stone to free quality education. However, inequities have become widely pronounced within the Namibian educational system. Democracy and Education in Namibia and beyond debates the educationdemocracy nexus in Namibia and the southern African context. It defines and explores the meaning of democracy and related concepts. It also looks at what democracy means in the context of human rights and access to education. The ten chapters in this collection interrogate the strengths and limitations of education as an instrument of social change and question whether or not the Namibian educational objectives and practices do develop and help to sustain a democratic culture in Namibia. The authors in the collection have drawn material from their own teaching and research experience across the fields of education and social science in Namibia and beyond, and present their findings in a pedagogical framework suitable as a challenging text for tertiary students. At a time when education is in crisis, especially in South Africa where strident calls for free tertiary education and Africanisation of the curriculum are spreading like wildfire, this book gives scholarly insight into the history and social conditions that gave rise to our current predicament.

Book excerpt: When the notion of ‘alternative facts’ and the alleged dawning of a ‘postfactual’ world entered public discourse, social anthropologists found themselves in unexpectedly familiar territory. In theirempirical experience, fact—knowledge accepted as true—derives its salience from social mechanisms of legitimization, thereby demonstrating a deep interconnection with power and authority. In thisperspective, fact is a continually contested and volatile social category. Due to the specific histories of their colonial and post-independence experience, African societies offer a particularly broad array of insights into social processes of juxtaposition, opposition, and even outright competition between different postulated authorities. The contributions to the present volume explore the variety of ways in which authority is contested in Southern and Eastern Africa, investigating localized discourses on which institution, what kind of knowledge, or whose expertise is accepted as authoritative, thus highlighting the specificities and pluralities in ‘modern’ societies. This edited volume engages with larger theoretical questions regarding power and authority in the context of (post)colonial states (neo)traditional authority, claiming space, conflict and (in)justice, and contestations of knowledge. Policies should combine spending reductions and revenue increases that support long-term growth. Better targeting of cash transfers would protect the poor. Structural reforms are urgently needed to strengthen productivity and external competitiveness and boost long-term growth. Reforms should streamline business regulations, contain public sector wage dynamics, and reduce costs of key production inputs. Over time, it is important to remove non-tariff barriers to exports, foster the adoption of new technologies, and address shortages of skilled workers.

Book excerpt: A better and more complete understanding of family farms is urgently needed to guide policy makers’ efforts towards achieving a number of Sustainable Development Goals (SDGs). This paper takes stock of the number of farms worldwide, and their distribution and that of farmland, on the basis of agricultural censuses and survey data. Thus, it shows that there are more than 608 million farms in the world. Rough estimates also indicate that more than 90 percent of these farms are family farms (by our definition) occupying around 70–80 percent of farmland and producing about 80 percent of the world’s food in value terms. We underscore the importance of not referring to family farms and small farms (i.e., those of less than 2 hectares) interchangeably: the latter account for 84 percent of all farms worldwide, but operate only around 12 percent of all agricultural land, and produce roughly 36 percent of the world’s food. The largest 1 percent of farms in the world operate more than 70 percent of the world’s farmland. The stark differences between family farms, in terms of size, their share in farmland distribution, and their patterns across income groups and regions, make clear the importance of properly defining different types of farms and distinguishing their differences when engaging in policy discourse and decision making towards the SDGs. The paper also considers evidence on labour and age provided by the censuses. There is a need to improve agricultural censuses if we want to deepen our understanding of farms.
