Book excerpt: Excerpt from Civil Government for North Dakota, 1897 Not that there are not enough civil governments already before the student world, is this book pub lished, but because, since the legislature in 1895 made it compulsory to teach civil government in the common schools of the state, there has been a con stant call on the part of the teachers for some book that would deal minutely with the civil government of North Dakota. The outlines from which this book was developed were used by the author and other instructors in the institutes of 1895, and there seemed to meet with the approval of the teachers. The book is not intended as a philosophical study of the subject of political economy, but deals rather with the facts of government as the pupils find them. For North Dakota pupils, North Dakota gov ernment is best suited. Children grasp the concrete sooner than the abstract; therefore the greater part of the book has been devoted to the concrete treat ment of the forms of government directly about them. Enough space has been given to the national government to encourage the older pupils to con tinne the study of our national institutions. If this book in any way stimulates the interest already taken in the study of civil government in our common schools, the author will be satisfied. In placing this volume before the public we wish to acknowledge our obligations to C. E. Jackson, super intendent of schools of Pembina county, and W. L. No small proportion of these settlers came from the state of New York and from the New England states. By the year 1860 the counties of south. Eastern Minnesota had become fairly well settled. It was a region of small farms from forty to two hundred or more acres. The rolling prairie tracts, woods and bluff-lined valleys and ravines of the counties adjacent to the Mississippi river did not admit of lsrce estates. Before the Civil war the method of disposing of government lands was to sell it directly to the settlers at per acre at. Land offices and in amount by forties, eighties and quarter-sections. Hence settlers purchased land according to their means. Receiving a land office receipt until their government patent or deed was forwarded from Washington. It will be gathered from the foregoing summary of conditions that for the last two crops, even with the government minimum price established at per bushel at Minneapolis, the average North Dakota farmer has been producing wheat at an actual loss. To such an extent had these two successive partial crop failures depleted the financial resources. Of our farmers in the central and western parts of the state that remedial legis lative action became an actual necessity, and such action was taken at the special January session of the state legislature, to which reference is made later. The father was at one time president of the Rutland 85 Burlington Railroad and subsequently became chief fuel agent for the Chicago Northwestern Railway Company, with headquarters in Chicago. In 1869 he removed to Brainerd, Minnesota, where he continued his residence until his death several years ago.
