Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Book excerpt: Two members of the Committee on Human Rights (CHR), NAS member Mary Jane West-Eberhard and NAS/NAE member Morton Panish, undertook a mission to Guatemala to observe the trial of two high-level Guatemalan military officials who were charged with ordering the murder of Guatemalan anthropologist Myrna Mack. She was stabbed to death in 1990, two days after a report for which she was principal researcher, "Assistance and Control: Policies Toward Internally Displaced Populations in Guatemala," was published by the Georgetown University Press. Ms. Mack had been doing research on and writing about the unjust treatment of the internally displaced people in Guatemala. Thirteen years after Ms. Mack's murderâ€"after the case had gone through dozens of courts and countless delaysâ€"a general and colonel in the Guatemalan military intelligence apparatus were brought to trial, and one was convicted. This marked the first time in Guatemalan history that a high-level military official had been brought to justice for atrocities he committed during Guatemala's 30-year civil war. This report summarizes the one-month trial proceedings.

Book excerpt: This volume examines the causes and purposes of 'post-conflict' violence. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.
