Book excerpt: Gender equality is one of the ten core principles of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security. This guide aims to assist in its implementation through the achievement of responsible gender-equitable governance of land tenure. The guide focuses on equity and on how land tenure can be governed in ways that address the different needs and priorities of women and men. Gender-equitable governance of land tenure ensures that women and men can participate equally in their relationships to land, through both formal institutions and informal arrangements for land administration and management. The guide provides advice on mechanisms, strategies and actions that can be adopted to improve gender equity in the processes, institutions and activities of land tenure governance.

Book excerpt: This paper discusses Jamaica’s Thirteenth Review Under the Arrangement Under the Extended Fund Facility. Program implementation is on track. The authorities’ continued commitment to the demanding reform program even in the fourth year of the IMF-supported program is commendable. All quantitative performance criteria to be completed by the end of June 2016, as well as the continuous quantitative program targets and structural benchmarks, have been met. Domestic confidence indicators are at an all-time high, and there are signs of improving economic activity, including agricultural recovery, strong performance in tourism and manufacturing, and stronger private sector credit growth. Higher growth dividends, more job creation, and improved living standards will be essential to continued social support for the reform agenda.

McCluskey and Franzsen provide a clear and detailed synthesis of existing Land Value Taxation systems and address the perceived advantages and disadvantages of such systems. The implications of this work, based on a two-tier analysis of selected countries, will be critical in terms of informing policy makers when contemplating reviews of existing Land Value Taxation systems or its possible introduction. The empirical research underpinning this work has attempted to concisely provide the role of land value systems within the selected case study countries. The work has clearly identified a number of challenges being faced by those countries and jurisdictions that currently utilise land value tax systems. Given these challenges this book is timely in that it provides detailed expositions of property tax systems that are undergoing significant change and reform.

Book excerpt: Empires rise and expand by taking lands and resources and by enslaving the bodies and minds of people. Even in this modern era, the territories, geographies, and peoples of a number of lands continue to be divided, occupied, harvested, and marketed. The legacy of slavery and the scapegoating of people persists in many lands, and religious institutions have been co-opted to own land, to gather people, to define proper behavior, to mete out salvation, and to be silent. The contributors to People and Land, writing from under the shadows of various empires—from and in between Africa, Asia, the Americas, the Caribbean, and Oceania—refuse to be silent. They give voice to multiple causes: to assess and transform the usual business of theology and hermeneutics; to expose and challenge the logics and delusions of coloniality; to tally and demand restitution of stolen, commodified and capitalized lands; to account for the capitalizing (touristy) and forced movements of people; and to scripturalize the undeniable ecological crises and our responsibilities to the whole life system (watershed). This book is a protest against the claims of political and religious empires over land, people, earth, minds, and the future.
