Book excerpt: Through two World Wars and the Great Depression, this book explores the turbulent history of colonial Indian industry in the period immediately prior to independence. Focusing on five major industries in Bengal - coal mining, iron-smelting, jute manufacturing, paper making and tea plantation – the book looks at the impact of the war efforts on production, employment and capital: some industries experienced rapid growth due to additional investment, others suffered due to the dislocation of markets. Moreover, by drawing lessons from the war economy (especially the dearth of various essential commodities including war materials), the colonial government took up various measures in the inter-war period to promote India’s domestic industries for the first time. Additionally, the book also argues that many of the expatriate firms in India became financially weak because of the Depression which paved the way for the ‘Indianisation’ of corporate houses. These elements were significant factors in the decline of British industrial hegemony in India and aided the de-colonisation process which followed. This book will be of interest to scholars of Indian economic history as well as those with wider interests in decolonisation, industrial history and the first half of the twentieth century.

Jute was the second-most widely consumed fiber in the world, after cotton. While the sack circulated globally, the plant was cultivated almost exclusively by peasant smallholders in a small corner of the world: the Bengal delta. This book examines how jute fibers entangled the delta's peasantry in the rhythms and vicissitudes of global capital. Taking readers from the nineteenth-century high noon of the British Raj to the early years of post-partition Pakistan in the mid-twentieth century, Tariq Omar Ali traces how the global connections wrought by jute transformed every facet of peasant life: practices of work, leisure, domesticity, and sociality; ideas and discourses of justice, ethics, piety, and religiosity; and political commitments and actions. Ali examines how peasant life was structured and restructured with oscillations in global commodity markets, as the nineteenth-century period of peasant consumerism and prosperity gave way to debt and poverty in the twentieth century. Sea fishing has been an occupation with the coastal people of India since time immemorial forming an integral part of the maritime heritage. Machanisation has been introduced into the marine fishing with a view to exploit the fisheries potential all along the Indian coastline of 6,500 km by overcoming the deficiencies of the centuries old traditional fishing technology and to augment fish production with a higher fishing effort and also to raise the income levels and living standards of fishermen. The present book, based on the author’s doctoral dissertation, made a bold and pioneering attempt to evaluate the costs and earnings of mechanised and traditional boats for determining their relative operational efficiency and to examine intensively the effects of mechanisation on employment, income levels, consumption pattern and levels of living of fishermen and their social implications. While analysing the merits of the new fishing technology and also the reactions of different groups of fishermen to mechanisation, he spotlights the shortsightedness in the implementation of the programme of mechanisation resulting in a host of negative effects which have implications and also sets forth the valuable lessons which Indian experiences have to offer to the densely populated littoral nations in the Third World. To ensure enduring benefits to the vast majority of marine fishermen, the thesis underscores, among numerous other remedies the need for the provision of an intermediary technology, the need for the institutional support and marketing network and the need for the management of fisheries resources. It also calls for the policies to bring about socio-economic development of the fishing community on par with the rest of the society. All in all, a genuine contribution to knowledge of `grassroots' situations that will have enduring value and that can be useful in both academic and policy-formation circles.

Book excerpt: Preface: The present work examines the industrial experience of Bengal during the period 1900 to 1939 with particular emphasis on the role of the government as the main instrument for growth. For this work, available statistical material has been utilized for the sake of precision as well as to strengthen the qualitative evidence. The book contains eight chapters. While Chapter I builds up the case for industrial development, Chapter II examines in detail the industrial policy of the Bengal government in the light of its own limitations as a subordinate authority to the Government of India and that of Whitehall. Chapter III is an investigation of the labour market in Bengal with emphasis on the supply of labour to jute, tea and coal industries in relation to wages and conditions of work. In Chapter IV, I have examined the rates of profitability and security of industrial investments. In this chapter, I have also examined the financial institutions of the time and their role in the industrial development of the province. Chapter V points to some of the difficulties experienced by Indian entrepreneurs, and in the above light looks at their contribution to the larger industrial establishments of Bengal. The next two Chapters VI and VII examine the growth and development of the two biggest manufacturing industries of our period - jute and handloom cotton weaving industries. The concluding chapter is an estimate of the industrial progress made in the province during the period under review. This book is a slightly revised version of my Ph.D. thesis submitted to the University of London in 1978. In the preparation of this thesis, I have accumulated an enormous debt of gratitude to my Supervisor, Dr. K. N. Chaudhuri whose careful vigilance and timely intervention saved me from many factual errors and infelicities of style. My thanks are also due to Mr. I. B.
