Some countries, most of them in industrialised Asia, have survived the crisis, and secured equitable economic growth, by adopting a developmental state model, whereby governments have intervened in their economies, often through explicit support for individual companies. This book explores debates about government intervention, assesses interventionist policies, including industrial and innovation policies, and examines in particular the key institutions which play a crucial role in implementing government policies and in building the bridge between the state and the private sector. The countries covered include China, India, South Korea, Malaysia and Taiwan, together with representative countries from Europe and Latin America.

It offers a pioneering assessment of government-linked investment companies (GLICs), a type of state-owned institution that has long prevailed in the corporate sector but has not been analysed. Malaysia’s history of government-business ties is unique, while the nature of the nexuses between the state and the corporate sector has undergone major transitions. Corporate power has shifted from the hands of foreign firms to the state to the ruling party, and well-connected businessmen, and back to the state. Corporate wealth is now heavily situated in the leading publicly-listed government-linked companies (GLCs), controlled through block shareholdings by a mere seven GLICs under the jurisdiction of the Minister of Finance. To indicate why these GLICs are important actors in Corporate Malaysia, this study provides a deep assessment of their ownership and control of Bursa Malaysia’s top 100 publicly-listed enterprises.

Book excerpt: This book examines the emergence of different forms of capitalism in Central-Eastern states in Europe and Mekong states within the Association of Southeast Asian Nations (ASEAN). All of them (but Thailand) have historically disappeared from the regional maps for long periods of time due to colonial or imperial rule. Most of them were previously members of a soviet-type economy, and they all joined ASEAN or the European Union in the 1990s or in the 2000s. These states are characterized by a strong urge toward feelings of national sovereignty due to their experiences with colonialism and imperialism. But, due to the regional economic pressures and the globalization dynamic, these states cannot articulate protectionist policies. They are forced to open their economies in order to attract Foreign Direct Investments. This results in less regulated and more political forms of capitalism than in some more developed capitalist countries. This book analyzes forms of capitalism as the arising from a combination of three conditions: the legacy of the foreign occupations, the national construction process of the sovereign state, and lastly, the dynamics of regional integration. These states' claims to national sovereignty and the manner in which they developed suggests a causative link between the forms of political domination that have presided over these transformations and the forms of capitalism that have resulted.

The Political Economy of Automotive Industrialization in East Asia provides a political explanation for why development strategies and performance have been so uneven within one of the world's most important regions. Utilizing interviews and original-language research from multiple nations, this book explains that factors such as market size and neoclassical economic policies alone cannot explain these patterns of development. Richard F. Doner, Gregory W. Noble, and John Ravenhill instead highlight the significance of two sets of factors: countries' very different capabilities for implementing policies and the political forces that help to explain the emergence of effective institutions. Through cross-national analyses of China, Taiwan, South Korea, Indonesia, Malaysia, the Philippines, and Thailand, the book sets up a clear structure for understanding industrial development and how it enables or constrains the capabilities of domestic firms. This book demonstrates that the issue is complex, and explains why efforts to solve the problem in purely political terms are ineffective, and likely to continue to be ineffective. The book shows how state-led, state-incentivised agribusiness development lies at the heart of the problem, leading to a large rise in palm oil production, with extensive clearing of forests, leading to deliberate or accidental fires and the resulting haze. Moreover, although the forest clearing is occurring in Indonesia, many of the companies involved are Malaysian and Singaporean; and, further, many of these companies have close relationships with the politicians and officials responsible for addressing the problem and who thereby have a conflict of interest. The author concludes by discussing the huge difficulties involved in overturning this system of 'patronage politics'.

Why, then, has Taiwan spent more than three decades pouring capital and talent into China? The geopolitical shift in Asia beginning in the 1970s and the global restructuring of value chains since the 1980s created strong incentives for Taiwanese entrepreneurs to rush into China despite high political risks and insecure property rights.
