Book excerpt: " The empirical literature on finance and development suggests that countries with better developed financial systems experience faster economic growth. Financial development-as captured by size, depth, efficiency, and reach of financial systems-varies sharply around the world, with large differences among countries at similar levels of income. This paper argues that governments play an important role in building effective financial systems and discusses different policy options to make finance work for development."--World Bank web site.

Book Government Finance in Developing Countries

Download or read book Government Finance in Developing Countries written by Richard Goode and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fiscal systems throughout the world have been severely strained in recent years, as governments have assumed more responsibility for economic management. The developing counties, where needs are greatest and resources scarcest, have found their finances especially hard pressed. This book examines a range of issues in government finance that confront developing countries: the formulation and execution of national budget; the objectives, size, and effects of expenditures; the purposes and results of various ways of taxing income, wealth, consumption, exports, or natural resources; the role of foreign and domestic borrowings; and the consequences of financing by money creation. The book also relates fiscal operations to goals such as growth and development, economic stabilization, equitable distribution, and national self-reliance. The author stresses the need to take account of economic and political conditions and particularly administrative capacity when evaluating the suitability of fiscal measures in developing countries.

Book Tax Increment Financing and Economic Development Second Edition

Download or read book Tax Increment Financing and Economic Development Second Edition written by Craig L. Johnson and published by State University of New York Press. This book was released on 2019-07-10 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examines the many issues raised by TIF, the most widely used tool of local economic and community development. This book brings together leading experts to examine the evolving nature of tax increment financing (TIF), the most widely used tool of local economic and community development. Originally designed as an innovative approach to the redevelopment of blighted areas, it has become a more general-purpose tool of economic and community development. Contributors offer case studies of the uses, structures, and impacts of TIF projects alongside more general discussions on the theoretical, financial, and legal bases for the use of TIF. They also explore its effect on overlapping jurisdictions such as cities, counties, and school districts. Some of the case studies capture TIF at its best—redeveloping areas that would likely never develop without substantial incentives. Other cases highlight questionable uses, especially where it has been used in new ways that those who developed the tool never envisioned. Originally published in 2001, the book was called “...a major contribution to the debate on the efficacy of such economic development financing tools as TIF...” by the journal Public Budgeting & Finance. Clear, comprehensive, and timely, this new edition features the latest research and thinking on TIF, including the political, legal, and even ethical issues surrounding its use. Craig L. Johnson is Associate Professor of Public Finance and Policy Analysis at Indiana University. He is the coauthor (with Martin J. Luby and Tima T. Moldogaziev) of State and Local Financial Instruments: Policy Changes and Management. Kenneth A. Kriz is University Distinguished Professor of Public Administration at the University of Illinois at Springfield.

Book Public Finance and Economic Growth in Developing Countries

Download or read book Public Finance and Economic Growth in Developing Countries written by Stephen B. Peterson and published by Routledge. This book was released on 2015-04-24 with total page 361 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public finance is crucial to a country’s economic growth, yet successful reform of public finances has been rare. Ethiopia is an example of a country that undertook comprehensive reform of its core financial systems, independent of the IMF and the World Bank, and successfully transformed itself into one of the fastest-growing economies in Africa. With Ethiopia’s twelve-year reform as its guiding case study, this book presents new analytical frameworks to help governments develop better financial reforms. It shows in detail how four core financial systems—budgeting, accounting, planning, and financial information systems—can be reformed. One of the principal findings presented is that governments must establish basic public financial administration before moving to more sophisticated public financial management. Other key findings include the identification of four strategies of reform (recognize, improve, change, and sustain), the centrality of ongoing learning to the process of reform, and the importance of government ownership of reform. This book will be of interest to researchers and policymakers concerned with public finance, developmental economics, and African studies.
